Dear readers, if you look at the skyscrapers of Dubai, the high-speed rail network in Japan, or the digital administration system in Estonia, you may ask: “Can Islam keep pace with progress like this?”

The answer: Not only can it, but it must.

However, on the other hand, if you look at countries adopting liberal democracy, secularism, or man-made legal systems, you will see Muslims losing their identity and character.

Here lies the brilliance of Islamic tsaqofah. Islam never teaches rejecting progress. Nor does Islam teach swallowing Western ideology whole. Islam has a very clever and clear concept: distinguishing between Governance (Al-Hukm) and Administration (Al-Idarah). Or in the language of the book Mafahim Hizbut Tahrir, distinguishing between Hadharah (حضارة — civilization influenced by creed) and Madaniyyah (مدنية — material progress that is universal).

Through the lens of Nizhamul Hukm fil Islam, let us comprehensively explore this fundamental difference, why it is the key to the Ummah’s progress, and how the Khilafah will become the most modern state in the world without losing a single gram of Islamic creed.

Let us explore 10 important points about the difference between administration and governance.


1. Introduction: The Ummah’s Confusion in Viewing Progress

For decades, the Muslim Ummah has been trapped in two equally misleading poles of thought.

The first pole is the group that assumes Islam contradicts progress. They think that to become modern, Muslims must swallow Western ideology whole: democracy, secularism, liberalism, and all the “progress” packages that come with them. As a result, they lose Islamic creed and identity.

The second pole is the group that assumes everything from the West is haram. They reject technology, modern management, and beneficial administrative systems, thinking all of these are part of a foreign ideology to be avoided. As a result, Muslims fall behind and become weak.

Both poles are wrong because they cannot distinguish between ideology (governance) and means (administration).

The Messenger of Allah ﷺ said:

الْمُؤْمِنُ مَأْمُورٌ بِاتِّبَاعِ الْحَقِّ حَيْثُ وَجَدَهُ

“The believer is commanded to follow the truth wherever he finds it.” (HR. At-Tirmidhi)

Islam does not forbid us from taking the good from wherever it comes. But Islam also commands us to hold firmly to creed.

Allah ﷻ says:

قُلْ هَلْ يَسْتَوِي الَّذِينَ يَعْلَمُونَ وَالَّذِينَ لَا يَعْلَمُونَ ۗ إِنَّمَا يَتَذَكَّرُ أُولُو الْأَلْبَابِ

“Say, ‘Are those who know equal to those who do not know?’ Only they will remember [who are] people of understanding.” (QS. Az-Zumar [39]: 9)

Understanding the difference between administration and governance is one of the most important forms of knowledge for Muslims today.


2. Definition of Governance (Al-Hukm) and Administration (Al-Idarah)

In Hizbut Tahrir’s tsaqofah, this difference is defined very clearly.

Governance (Al-Hukm / الحكم) is the application of Shariah laws upon human actions and relationships. It relates to ideology, creed, and values of right-wrong sourced from Allah ﷻ. Governance is Hadharah (حضارة) — a pattern of life shaped by belief.

Allah ﷻ says:

إِنِ الْحُكْمُ إِلَّا لِلَّهِ ۚ أَمَرَ أَلَّا تَعْبُدُوا إِلَّا إِيَّاهُ

“Legislation is not but for Allah. He has commanded that you worship not except Him.” (QS. Yusuf [12]: 40)

Administration (Al-Idarah / الإدارة) is technical means and executive methods to achieve objectives and serve the people. It is neutral, not bound to creed, and is Madaniyyah (مدنية) — the product of human work that is universal.

Allah ﷻ says:

وَشَاوِرْهُمْ فِي الْأَمْرِ

“…and consult them in the matter.” (QS. Ali ‘Imran [3]: 159)

Consultation is part of administration — a way of managing affairs, not the ideology itself.

3. Visual Analogy: Soul and Tools, Navigator and Ship

To understand this difference easily, let us use two visual analogies.

Analogy 1: Soul and Tools in the Human Body

Imagine governance as the soul and spirit giving life and identity to a human being. This soul cannot be replaced, cannot be borrowed from others. It is the essence of who you are.

Now imagine administration as the clothing, equipment, and aids you use. The glasses you wear, the phone you hold, the vehicle you ride — all of these may come from anywhere. You can buy glasses from Japan, a phone from Korea, and a vehicle from Germany. There is no problem.

The question: by using equipment from various countries, do you lose your identity? Of course not. As long as your soul remains yours, you are free to use equipment from anywhere.

Similarly the Khilafah. As long as creed and Shariah (the soul) remain purely Islamic, the Khilafah may adopt technology and administration (the tools) from anywhere.

Analogy 2: Navigator, Compass, and Ship’s Engine

Imagine a great ship sailing the ocean. The Navigator (Khalifah) is tasked with ensuring the ship reaches its destination. The Compass (Shariah) is the absolute guide — it cannot be replaced with just any tool, because it determines whether the ship is heading in the right direction or astray. The engine, radar, and navigation system (administration) are technical means that may come from any factory, as long as they help the ship reach its destination.

The problem occurs when someone wants to replace the compass (Shariah) with a man-made compass pointing in a different direction. That is called adopting foreign ideology — and Islam strictly forbids that.


4. Hadharah vs Madaniyyah: Two Concepts Often Confused

The book Mafahim Hizbut Tahrir explains the difference between Hadharah and Madaniyyah in great detail.

Hadharah (حضارة) is civilization — that is, a pattern of life influenced by the creed and worldview of a society. Islamic Hadharah encompasses the system of governance, economy, society, education, and all orders sourced from Islamic creed. Hadharah is distinctive and unique — it cannot be simply imitated by a society that does not share the same creed.

Madaniyyah (مدنية) is material progress — that is, everything that is technical, scientific, and universal. Electricity, internet, airplanes, medical operations, irrigation systems, quality management — all of these are madaniyyah. They have no particular creed color and can be used by anyone.

Allah ﷻ says about humans’ ability to utilize His creation:

وَسَخَّرَ لَكُمْ مَا فِي السَّمَاوَاتِ وَمَا فِي الْأَرْضِ جَمِيعًا مِنْهُ ۚ إِنَّ فِي ذَٰلِكَ لَآيَاتٍ لِقَوْمٍ يَتَفَكَّرُونَ

“And He has subjected to you whatever is in the heavens and whatever is on the earth — all from Him. Indeed in that are signs for a people who give thought.” (QS. Al-Jathiyah [45]: 13)

All material progress (madaniyyah) is a mercy of Allah that Muslims may utilize.

5. Why Governance Must Not Be Taken from Outside?

Islamic governance — encompassing the Khilafah, Shariah, and all orders sourced from creed — must not be adopted from other systems for several fundamental reasons.

First: Governance Is Bound to Creed. The democratic system is based on popular sovereignty. The secularism system is based on separation of religion from life. The monarchy system is based on hereditary power. All of these contradict Islamic creed which establishes that sovereignty is in Allah’s ﷻ hands, religion and state cannot be separated, and leaders are chosen through bay’ah, not heredity.

Second: Islam Already Has a Perfect System. Islam is not a religion empty of a governance system. The Messenger of Allah ﷺ himself established the State of Madinah with a complete governance structure: Khalifah (leader), wali (governor), qadli (judge), baitul mal (state treasury), and majlis syura. Replacing the Islamic system with a man-made system is a regression.

Third: Clear Evidence Prohibiting It. Allah ﷻ says:

يَا أَيُّهَا الَّذِينَ آمَنُوا أَطِيعُوا اللَّهَ وَأَطِيعُوا الرَّسُولَ وَأُولِي الْأَمْرِ مِنْكُمْ ۖ فَإِنْ تَنَازَعْتُمْ فِي شَيْءٍ فَرُدُّوهُ إِلَى اللَّهِ وَالرَّسُولِ

“O you who have believed, obey Allah and obey the Messenger and those in authority among you. Then if you disagree over anything, refer it to Allah and the Messenger.” (QS. An-Nisa’ [4]: 59)

Note: “refer it to Allah and the Messenger” — not to the democratic system, not to a man-made constitution, not to majority vote. Allah ﷻ also sternly warns against following law other than His:

أَفَحُكْمَ الْجَاهِلِيَّةِ يَبْغُونَ ۚ وَمَنْ أَحْسَنُ مِنَ اللَّهِ حُكْمًا لِقَوْمٍ يُوقِنِينَ

“Then is it the judgement of [the time of] ignorance they desire? But who is better than Allah in judgement for a people who are certain [in faith]?” (QS. Al-Ma’idah [5]: 50)

6. Why Administration May and Must Be Adopted

If governance must not be taken from outside, then administration may and must be adopted from anywhere as long as it is beneficial.

First: Administration Is Neutral. Database systems, satellite technology, quality control procedures, hospital management — none of these have a creed color. They are tools that can be used for good or evil. Islam commands the Ummah to use them for good.

Second: The Messenger of Allah ﷺ Himself Taught This. In the Battle of Khandaq (Trench), the Messenger of Allah ﷺ accepted the suggestion of Salman Al-Farisi (RA) to dig a trench as a defense strategy. This was a Persian tactic previously unknown in Arabia. The Messenger of Allah ﷺ accepted and applied it because it was a means (administration), not creed.

Third: The Historical Khilafah Proved It. The Caliphs always adopted administration from other civilizations. Umar bin Khattab (RA) adopted the financial administration system (diwan) from Persia. Uthman bin Affan (RA) adopted the recording and archiving system from Rome. All of this was done without losing a single gram of Islamic creed.

Allah ﷻ says:

وَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ

“And prepare against them whatever you are able of power.” (QS. Al-Anfal [8]: 60)

“Power” here includes material power: technology, management, infrastructure, and all administrative means that make the Muslim Ummah respected by the world.


7. Implementation of Administration in the History of the Khilafah

Let us see how the Khilafah throughout history applied this principle brilliantly.

Era of the Messenger of Allah ﷺ (622-632 CE):

  • Governance: Khilafah based on the revelation of Allah ﷻ
  • Administration: Using an official seal (khatam) for correspondence — adopted from Persian tradition
  • Military strategy: Defensive trench — adopted from Persia
  • Writing: Using paper and ink — adopted from Rome

Era of Umar bin Khattab (13-23 AH / 634-644 CE):

  • Built a postal and communication system — adopted from Persia
  • Established the Hijri calendar — pure Islamic innovation
  • Built a diwan system (financial administration) — adopted from Persia, adjusted to Shariah
  • Formed a police and city security system — adopted and modified

Ottoman Era (1299-1924 CE):

8. Modern Khilafah: Pure Creed, Latest Technology

What will the Khilafah look like in the modern era? The answer is simple: pure creed and Shariah, with the most cutting-edge administration and technology.

In governance, the Khilafah will remain firm on:

  • Khalifah as the single leader of the entire Muslim Ummah worldwide
  • Islamic Shariah as the sole source of law
  • Bay’ah as the mechanism for appointing leaders
  • Mahkamah Mazhalim as overseer of the implementation of Shariah

In administration, the Khilafah will adopt the best from the world:

  • E-government systems for fast and transparent public service. Imagine a citizen processing marriage certificates, land certificates, and business permits from a phone without queuing for hours.
  • AI and big data technology for natural resource management and wealth distribution. With real-time data, the Khilafah can ensure that oil, gas, and other mineral proceeds truly reach the people.
  • International-standard hospital and education management systems. Every citizen has the right to free health and education services of the best quality.
  • The most modern transportation and communication infrastructure. High-speed trains, international airports, and internet networks reaching every corner of the country.
  • Feared cyber defense and military systems. The Khilafah will have drone technology, intelligence satellites, and cyber defense capable of protecting the Ummah from modern threats.

The Messenger of Allah ﷺ said:

إِنَّ اللَّهَ يُحِبُّ إِذَا عَمِلَ أَحَدُكُمْ عَمَلًا أَنْ يُتْقِنَهُ

“Indeed, Allah loves when one of you does a job, he does it with perfection (itqan).” (HR. Al-Baihaqi)

Adopting the best administration from the world is part of itqan — perfection of work loved by Allah.

9. Dangers of Mixing the Two

When Muslims cannot distinguish between governance and administration, two great disasters occur.

First Disaster: Adopting Foreign Ideology. Many Muslim countries have adopted democracy, secularism, and Western legal systems under the guise of “modernization.” They think this is administration, when in fact it is governance — ideology contradicting Islamic creed. As a result, Islamic Shariah is abandoned, the Ummah is divided into dozens of states, and colonization continues in a new form.

Second Disaster: Rejecting Material Progress. On the other hand, some Muslims reject everything from the West — including beneficial technology, science, and management — thinking it is part of kafir ideology. As a result, Muslims fall behind materially and cannot defend themselves. Yet the Messenger of Allah ﷺ himself said:

الْحِكْمَةُ ضَالَّةُ الْمُؤْمِنِ فَحَيْثُ وَجَدَهَا فَهُوَ أَحَقُّ بِهَا

“Wisdom (beneficial knowledge) is the lost property of the believer. Wherever he finds it, he has the most right to it.” (HR. At-Tirmidhi)

Allah ﷻ warns:

ظَهَرَ الْفَسَادُ فِي الْبَرِّ وَالْبَحْرِ بِمَا كَسَبَتْ أَيْدِي النَّاسِ لِيُذِيقَهُمْ بَعْضَ الَّذِي عَمِلُوا لَعَلَّهُمْ يَرْجِعُونَ

“Corruption has appeared throughout the land and sea by [reason of] what the hands of people have earned so He may let them taste part of [the consequence of] what they have done that perhaps they will return [to righteousness].” (QS. Ar-Rum [30]: 41)

The corruption today — whether in the form of adopting foreign ideology or rejecting progress — is a result of the Ummah’s inability to distinguish between hadharah and madaniyyah.


10. Conclusion: Khilafah = Pure Creed + Modern Administration

After exploring 10 important points, let us summarize the lessons we can take.

Governance (Al-Hukm) is the soul and identity of the Ummah. It must not be taken from other systems because it is directly bound to Islamic creed. The Khilafah, Shariah, bay’ah, and the entire Islamic political order are Hadharah that is distinctive and cannot be replaced.

Administration (Al-Idarah) is the equipment and means that may come from anywhere. Technology, management, information systems, infrastructure — all of these are universal Madaniyyah that must be adopted by the Khilafah for the progress of the Ummah.

Dear readers, the Khilafah is a very intelligent civilization: it holds very firmly to divine principle in matters of leadership, yet is very open and agile in technical matters. By combining pure “Soul” and modern “Tools,” the Khilafah will become the most materially advanced and most spiritually noble state.

The Messenger of Allah ﷺ said about the return of the Khilafah:

ثُمَّ تَكُونُ خِلَافَةً عَلَى مِنْهَاجِ النُّبُوَّةِ

“Then there will be a Khilafah upon the method of prophethood.” (HR. Ahmad)

That Khilafah will come — with pure creed and the most sophisticated administration.
