In-depth study of Hizbut Tahrir's media and nasyrah strategy in conveying Islamic thought, interacting with the Ummah, and countering enemy propaganda

Media and Nasyrah: Hizbut Tahrir’s Da’wah Communication Methodology

“Invite (people) to the way of your Lord with wisdom and good instruction, and argue with them in a way that is best. Indeed, your Lord is most knowing of who has strayed from His way, and He is most knowing of who is [rightly] guided.” (QS. An-Nahl: 125)

In the hustle and bustle of information flooding our lives every day, there is one question that is always relevant: how do we convey truth in the most effective way?

This is the question answered by Hizbut Tahrir through the use of media and nasyrah as means of da’wah communication. Not merely “media” in the general sense, but rather means that are methodologically designed to convey Islamic thought, nurture the Ummah, and counter the tide of propaganda that misleads millions of people every day.

This article will discuss in depth how Hizbut Tahrir understands, designs, and uses da’wah media in accordance with the struggle manhaj that has been outlined by its founders.

1. The Position of Media in Hizbut Tahrir’s Da’wah Manhaj

Before discussing the types of media, we need to understand why media holds such an important position in Hizbut Tahrir’s da’wah manhaj.

Evidence on the Command to Convey

Allah SWT says:

“O Messenger, announce that which has been revealed to you from your Lord, and if you do not, then you have not conveyed His message. And Allah will protect you from the people. Indeed, Allah does not guide the disbelieving people.” (QS. Al-Maidah: 67)

This verse shows that conveying is an obligation equal to receiving. Rasulullah ﷺ himself was commanded to convey all the revelation he received, and Allah SWT guarantees His protection in the process of conveyance.

Rasulullah ﷺ said:

«بَلِّغُوا عَنِّي وَلَوْ آيَةً»

“Convey from me, even if it is one verse.” (HR. Bukhari no. 3461)

Imam Al-Hafizh Ibn Hajar rahimahullah in Fathul Bari explains that this hadith becomes the basis for the obligation of conveying knowledge to others, even if only a little. The word “آيَةً” (one verse) indicates that the minimum amount that must be conveyed can be very small — but it remains obligatory to convey.

Hadith on the Virtue of Da’wah

«مَنْ دَعَا إِلَى هُدًى كَانَ لَهُ مِنَ الْأَجْرِ مِثْلُ أُجُورِ مَنْ تَبِعَهُ لَا يَنْقُصُ ذَلِكَ مِنْ أُجُورِهِمْ شَيْئًا»

“Whoever calls to guidance will have a reward like the rewards of those who follow him, without that decreasing anything from their rewards.” (HR. Muslim no. 2674)

«لَأَنْ يَهْدِيَ اللهُ بِكَ رَجُلًا وَاحِدًا خَيْرٌ لَكَ مِنْ حُمْرِ النَّعَمِ»

“If Allah guides one man through you, it is better for you than red camels (the most precious wealth at that time).” (HR. Bukhari no. 2942, Muslim no. 2406)

These hadiths become the primary motivation for anyone involved in da’wah — including through media and nasyrah.

2. Definition of Wasailud Da’wah (Da’wah Media)

Shar’i Definition

In Hizbut Tahrir literature, da’wah media is referred to by the term Wasailud Da’wah (وسائل الدعوة).

“Wasailud Da’wah are the tools and methods used to convey Islamic thought to people.”

This definition contains several important elements:

ElementExplanation
Adawat (الأدوات)Concrete tools — print, digital, audio, visual
Turuq (الطرق)Methods or ways of conveyance
Naql (النقل)The process of transferring/conveying thought from source to recipient
Fikr Islami (الفكر الإسلامي)The content being conveyed — Islamic thought, not just general information

Difference Between Wasilah and Maqshad

It is important to understand that media is a wasilah (means), not a maqshad (end). This is a fundamental usuliyyah principle:

الْوَسِيلَةُ لَا تَقْصِدُ لِنَفْسِهَا بَلْ تَقْصِدُ لِغَايَتِهَا

“The means is not intended for itself, but rather for the goal it aims to achieve.”

In other words, creating a beautiful website, managing a busy social media account, or publishing a quality magazine — all of these are not the ultimate goal. The goal is to convey Islamic thought to the Ummah. Media is merely the vehicle.

This is important to emphasize because in this digital age, many fall into media fetishism — too focused on appearance, followers, likes, and engagement, but forgetting the substance of the thought they want to convey.

3. Analogy: Da’wah Media as a Civilization Communication System

“Imagine a great kingdom that has a very vast territory — from the western end to the eastern end of the world.

Caliph’s Palace = Hizbut Tahrir Central Headquarters Regional Governors = HT Regional Leadership Local Officials = HT Branch Leadership Citizens = Members and the Ummah as a whole

For this kingdom to function, it needs a reliable communication system:

  • Official Decrees = International nasyrah (Al-Waie)
  • Regional Instructions = Regional nasyrah
  • Couriers and Envoys = Da’wah activists carrying the message
  • Bulletin Boards = Social media, websites
  • General Assemblies = Conferences, seminars, study circles

Without a good communication system:

  • Governors don’t know the latest policies
  • Local officials are confused about the direction of governance
  • Citizens lose their leadership
  • The kingdom collapses from within, even if it still exists physically

With a smooth communication system:

  • All regions are coordinated
  • Policies are clearly conveyed
  • Citizens feel connected to their leaders
  • The kingdom is strong, united, and functional

Media and nasyrah are the da’wah civilization communication system — without them, Hizbut Tahrir is merely a collection of separated individuals. With good media, it becomes a body moving in one direction.”

5. Principles of Da’wah Media Strategy

Hizbut Tahrir does not use media arbitrarily. There are methodological principles that serve as guidelines.

Principle 1: Consistency (الاستمرار)

«أَحَبُّ الْأَعْمَالِ إِلَى اللهِ أَدْوَمُهَا وَإِنْ قَلَّ»

“The most beloved deeds to Allah are those that are most consistent, even if they are few.” (HR. Bukhari no. 6464, Muslim no. 783)

Consistency in media da’wah means:

  • Updating content regularly, not intermittently
  • Maintaining the same quality over time
  • Not only enthusiastic at the beginning, then weakening

Implementation:

  • Fixed posting schedule (e.g., 3 times a day on Twitter)
  • Nasyrah publication according to schedule (monthly, quarterly)
  • Not abandoning platforms that have been built

Principle 2: Quality Over Quantity

In HT manhaj, content quality is more important than simply chasing viral status.

AspectHT ApproachConventional Approach
GoalConveying Islamic thoughtAchieving high engagement
Success measureReader understandingNumber of likes, shares
ContentStrong evidence, in-depth analysisSensational, clickbait
EvidenceEvery claim supported by nashNo reference required

Principle 3: Based on Evidence (بالدليل)

Every content produced must have a strong shar’i basis. This is not the personal opinion of the writer.

“And if you disagree over anything, refer it to Allah and the Messenger, if you should believe in Allah and the Last Day. That is the best [way] and best in result.” (QS. An-Nisa: 59)

Implementation:

  • Every claim must have evidence from Al-Quran or As-Sunnah
  • Political analysis based on clear shar’i principles
  • Not mixing foreign thought into da’wah content

Principle 4: According to Target Audience (حسب الجمهور)

Not all content is suitable for all platforms. HT adjusts format and language to audience characteristics.

PlatformTargetContent FormatLanguage
TwitterMillennials, journalistsThreads, short quotesFormal-concise
InstagramYouth, Gen-ZInfographics, reelsCasual-visual
FacebookGeneral, 25-50 yearsArticles, discussionsFormal-intermediate
TelegramActivists, internalPDF, documentsTechnical-in-depth
YouTubeGeneral, visualLectures, documentariesNarrative-visual

Principle 5: Interaction with the Ummah

Da’wah media is not a monologue — it must become a dialogue. HT interacts with the Ummah through:

Form of InteractionImplementation
Comment responsesAnswering questions, clarifying syubhat
Polls/surveysKnowing the Ummah’s understanding of certain issues
Discussion forumsOpening dialogue space on social media
Q&A sessionsRegular question and answer sessions on certain platforms

6. Hierarchical Structure of Da’wah Media

Not all media is read by everyone. There is a hierarchy adapted to a person’s tatsqif (nurturing) level.

Level 1: General Public (Beginner)

Characteristics: Not yet deeply familiar with HT, newly interested due to social media content or news.

Suitable Media:

MediaFrequencyPurpose
Social media (Twitter, Instagram)DailyIntroducing HT visually and briefly

Purpose: Introducing Islam and HT to the public, building interest to learn further.

Level 2: Sympathizers and Da’wah Carriers (Intermediate)

Characteristics: Already starting to become interested, perhaps have attended several study circles, want to understand more deeply.

Suitable Media:

MediaFrequencyPurpose
Al-Waie (monthly nasyrah)MonthlyIn-depth analysis from HT perspective
Regional nasyrahMonthlyRelevant local issues
Introductory booksAccording to abilityFoundation of Islamic thought
Regular study circlesWeekly/monthlyDirect interaction with nurturers

Purpose: Nurturing thought to have a consistent perspective according to HT manhaj.

Level 3: Leaders and Core Activists (Advanced)

Internal documentsRoutineStrategic directions and nurturing
Advanced booksAccording to abilityDeepening of istinbath methodology
Internal conferencesPeriodicCoordination and evaluation

Purpose: Providing strategic understanding to be able to lead da’wah independently.

7. Etiquette of Using Da’wah Media

Just as we have etiquette in worship, so too we need etiquette in using da’wah media.

Etiquette 1: Sincere Intention (الإخلاص)

“And they were not commanded except to worship Allah, [being] sincere to Him in religion.” (QS. Al-Bayyinah: 5)

«إِنَّمَا الْأَعْمَالُ بِالنِّيَّاتِ»

“Indeed, actions are by intentions.” (HR. Bukhari no. 1)

Intend using da’wah media for:

  1. Fulfilling the obligation of conveying da’wah
  2. Helping the Ummah confused amidst the flood of information
  3. Seeking Allah’s pleasure, not human praise or followers

Signs of sincere intention:

  • Remaining consistent even though followers are few
  • Not disappointed when content doesn’t go viral
  • Happy when someone is helped, even if they don’t know who the author is

Etiquette 2: Correct Knowledge (العلم الصحيح)

“So ask the people of knowledge if you do not know.” (QS. An-Nahl: 43)

«مَنْ أُفْتِيَ بِغَيْرِ عِلْمٍ كَانَ إِثْمُهُ عَلَى مَنْ أَفْتَاهُ»

“Whoever is given a fatwa without knowledge, the sin is upon the one who gave the fatwa.” (HR. Abu Dawud no. 3656)

Implementation:

  • Refer to mutabannat books before creating content
  • Do not make political analysis without understanding shar’i principles
  • If in doubt, ask those more experienced

Etiquette 3: Noble Character (حسن الخلق)

“So by mercy from Allah, [O Muhammad], you were lenient with them. And if you had been rude [in speech] and harsh in heart, they would have disbanded from about you.” (QS. Ali Imran: 159)

Rasulullah ﷺ said:

«إِنَّ مِنْ أَحَبِّكُمْ إِلَيَّ وَأَقْرَبِكُمْ مِنِّي مَجْلِسًا يَوْمَ الْقِيَامَةِ أَحْسَنَكُمْ أَخْلَاقًا»

“Indeed, the most beloved of you to me and the closest to me in gathering on the Day of Resurrection are those with the best character.” (HR. Tirmidzi no. 2002)

Implementation in media:

  • Not insulting or demeaning on social media
  • Not using harsh or provocative language
  • Remaining courteous even when facing criticism or attacks
  • Clarifying syubhat with wisdom, not emotion

Etiquette 4: Information Trustworthiness (الأمانة في المعلومات)

“O you who have believed, if there comes to you a disobedient one with information, investigate.” (QS. Al-Hujurat: 6)

Implementation:

  • Fact-check before spreading information
  • Do not spread unconfirmed news
  • Correct if there turns out to be erroneous information
  • Distinguish between facts, analysis, and opinion

Etiquette 5: Steadfastness (الاستقامة)

“Indeed, those who have said, ‘Our Lord is Allah,’ and then remained on a right course - the angels will descend upon them, [saying], ‘Do not fear and do not grieve but receive good tidings of Paradise, which you were promised.’” (QS. Fussilat: 30)

Implementation:

  • Consistently update content, not quitting halfway
  • Remain enthusiastic even though initial response is minimal
  • Do not give up when facing obstacles (censorship, blocking, attacks)

8. Prohibitions in Media Da’wah

In addition to etiquettes that must be maintained, there are also prohibitions that need to be avoided.

ProhibitionDangerEvidenceAlternative
Spreading hoaxesSlander, misleading the Ummah, major sinQS. Al-Hujurat: 6Fact-check, verify sources
Ghibah (backbiting)Damaging honor, unforgivable sinQS. Al-Hujurat: 12Silence or speak good
Slander and accusationsMore cruel than murderQS. Al-Baqarah: 191Think well, verify
Harsh languageDriving people away from IslamQS. Ali Imran: 159Gentle, wisdom
Riya and ujubErasing reward of deedsQS. Al-Bayyinah: 5Sincere for Allah SWT
Spreading auratVisual sin, corrupting societyQS. An-Nur: 30-31Maintain visual boundaries in content

9. Virtues of Da’wah Through Media

Continuously Flowing Reward

Rasulullah ﷺ said:

«مَنْ سَنَّ فِي الْإِسْلَامِ سُنَّةً حَسَنَةً فَلَهُ أَجْرُهَا وَأَجْرُ مَنْ عَمِلَ بِهَا بَعْدَهُ مِنْ غَيْرِ أَنْ يَنْقُصَ مِنْ أُجُورِهِمْ شَيْءٌ»

“Whoever starts a good sunnah (tradition) in Islam will have its reward and the reward of those who act upon it after him, without that decreasing anything from their rewards.” (HR. Muslim no. 1017)

Digital content we create has the potential for jariyah reward — continuing to flow even after we are no longer in this world.

Example Reward Calculation

ContentEstimated ReadersWriter’s Reward
Twitter thread1,000 people1,000 rewards
Website article10,000 people10,000 rewards
YouTube video100,000 people100,000 rewards
Book PDF1,000,000 people1,000,000 rewards

This is an akhirah investment that cannot be valued with material wealth. Every person who reads, understands, and acts — the reward also flows to the author.

Jihad in the Information Age

“And strive for Allah with the striving due to Him. He has chosen you and has not placed upon you in the religion any difficulty. [It is] the religion of your father, Abraham. Allah named you ‘Muslims’ before [in former scriptures] and in this [revelation]…” (QS. Al-Hajj: 78)

In an era when the enemies of Islam are vigorously propagating deviant thoughts through their media, Muslims must counter with their own media. This is jihad in the information battlefield — and its reward is no less than jihad on the battlefield.

10. Comparison of HT Da’wah Media with Conventional Media

To better understand the uniqueness of HT da’wah media, let us compare it with conventional media.

AspectHT Da’wah MediaConventional Media
GoalConveying Islamic thought, nurturing the UmmahSeeking profit, ratings, engagement
Source of truthAl-Quran and As-SunnahEditorial opinion, owner’s interest
AnalysisBased on fixed shar’i principlesBased on political/economic interests
ConsistencySame thought over timeCan change according to trends and pressure
AccountabilityResponsible to Allah SWTResponsible to owners/advertisers
TargetAllah’s pleasure, Ummah’s awarenessProfit, market share, influence
AllegianceTo Islam and MuslimsTo capital owners’ interests

Fundamental difference:

Conventional media is essentially a business — they sell readers’ attention to advertisers. Meanwhile, HT da’wah media is worship — conveying truth because of obligation to Allah SWT.

11. Summary and Closing

Media and nasyrah in Hizbut Tahrir’s manhaj are not merely “communication tools” — they are the da’wah circulation system that ensures Islamic thought flows from its source to the entire body of the Ummah.

Summary:

PointDescription
Media typesPrint, digital, social, audio-visual, interactive
Strategy principlesConsistency, quality, evidence, target audience, interaction
Reader hierarchyPublic (beginner), carriers (intermediate), leaders (advanced)
Main etiquettesSincere, correct knowledge, noble character, information trustworthiness, steadfastness
VirtuesFlowing reward, information jihad, witness on Judgment Day

Simple formula:

Da’wah Media = Islamic Thought + Right Platform + Consistency + Sincerity = Ummah Awareness

For those who want to contribute to da’wah in this digital age, using media correctly and trustworthily is an obligation that cannot be negotiated.

May Allah SWT make every content we create a witness of our goodness on the Day of Reckoning, and bless every effort we make in conveying His da’wah.

“And say, ‘Do [as you will], for Allah will see your deeds, and [so, will] His Messenger and the believers. And you will be returned to the Knower of the unseen and the witnessed, and He will inform you of what you used to do.’” (QS. At-Taubah: 105)
