Media and Nasyrah: Hizbut Tahrir’s Da’wah Communication Methodology
﴿ٱدْعُ إِلَىٰ سَبِيلِ رَبِّكَ بِٱلْحِكْمَةِ وَٱلْمَوْعِظَةِ ٱلْحَسَنَةِ ۖ وَجَـٰدِلْهُم بِٱلَّتِى هِىَ أَحْسَنُ ۚ إِنَّ رَبَّكَ هُوَ أَعْلَمُ بِمَن ضَلَّ عَن سَبِيلِهِۦ ۖ وَهُوَ أَعْلَمُ بِٱلْمُهْتَدِينَ﴾
“Invite (people) to the way of your Lord with wisdom and good instruction, and argue with them in a way that is best. Indeed, your Lord is most knowing of who has strayed from His way, and He is most knowing of who is [rightly] guided.” (QS. An-Nahl: 125)

This is the question answered by Hizbut Tahrir through the use of media and nasyrah as means of da’wah communication. Not merely “media” in the general sense, but rather means that are methodologically designed to convey Islamic thought, nurture the Ummah, and counter the tide of propaganda that misleads millions of people every day.
This article will discuss in depth how Hizbut Tahrir understands, designs, and uses da’wah media in accordance with the struggle manhaj that has been outlined by its founders.
1. The Position of Media in Hizbut Tahrir’s Da’wah Manhaj
Before discussing the types of media, we need to understand why media holds such an important position in Hizbut Tahrir’s da’wah manhaj.
Evidence on the Command to Convey
Allah SWT says:
﴿يَـٰٓأَيُّهَا ٱلرَّسُولُ بَلِّغْ مَآ أُنزِلَ إِلَيْكَ مِن رَّبِّكَ ۖ وَإِن لَّمْ تَفْعَلْ فَمَا بَلَّغْتَ رِسَالَتَهُۥ ۚ وَٱللَّهُ يَعْصِمُكَ مِنَ ٱلنَّاسِ ۗ إِنَّ ٱللَّهَ لَا يَهْدِى ٱلْقَوْمَ ٱلْكَـٰفِرِينَ﴾
“O Messenger, announce that which has been revealed to you from your Lord, and if you do not, then you have not conveyed His message. And Allah will protect you from the people. Indeed, Allah does not guide the disbelieving people.” (QS. Al-Maidah: 67)
This verse shows that conveying is an obligation equal to receiving. Rasulullah ﷺ himself was commanded to convey all the revelation he received, and Allah SWT guarantees His protection in the process of conveyance.
Rasulullah ﷺ said:
«بَلِّغُوا عَنِّي وَلَوْ آيَةً»
“Convey from me, even if it is one verse.” (HR. Bukhari no. 3461)
Imam Al-Hafizh Ibn Hajar rahimahullah in Fathul Bari explains that this hadith becomes the basis for the obligation of conveying knowledge to others, even if only a little. The word “آيَةً” (one verse) indicates that the minimum amount that must be conveyed can be very small — but it remains obligatory to convey.
Hadith on the Virtue of Da’wah
«مَنْ دَعَا إِلَى هُدًى كَانَ لَهُ مِنَ الْأَجْرِ مِثْلُ أُجُورِ مَنْ تَبِعَهُ لَا يَنْقُصُ ذَلِكَ مِنْ أُجُورِهِمْ شَيْئًا»
“Whoever calls to guidance will have a reward like the rewards of those who follow him, without that decreasing anything from their rewards.” (HR. Muslim no. 2674)
«لَأَنْ يَهْدِيَ اللهُ بِكَ رَجُلًا وَاحِدًا خَيْرٌ لَكَ مِنْ حُمْرِ النَّعَمِ»
“If Allah guides one man through you, it is better for you than red camels (the most precious wealth at that time).” (HR. Bukhari no. 2942, Muslim no. 2406)

2. Definition of Wasailud Da’wah (Da’wah Media)

In Hizbut Tahrir literature, da’wah media is referred to by the term Wasailud Da’wah (وسائل الدعوة).
وَسَائِلُ الدَّعْوَةِ: هِيَ الْأَدَوَاتُ وَالطُّرُقُ الَّتِي تُسْتَخْدَمُ لِنَقْلِ الْفِكْرِ الْإِسْلَامِيِّ إِلَى النَّاسِ
“Wasailud Da’wah are the tools and methods used to convey Islamic thought to people.”

“The means is not intended for itself, but rather for the goal it aims to achieve.”
In other words, creating a beautiful website, managing a busy social media account, or publishing a quality magazine — all of these are not the ultimate goal. The goal is to convey Islamic thought to the Ummah. Media is merely the vehicle.
This is important to emphasize because in this digital age, many fall into media fetishism — too focused on appearance, followers, likes, and engagement, but forgetting the substance of the thought they want to convey.

“Imagine a great kingdom that has a very vast territory — from the western end to the eastern end of the world.

For this kingdom to function, it needs a reliable communication system:

- General Assemblies = Conferences, seminars, study circles
Without a good communication system:
- Governors don’t know the latest policies

- The kingdom collapses from within, even if it still exists physically
With a smooth communication system:
- All regions are coordinated
- Policies are clearly conveyed
- Citizens feel connected to their leaders
- The kingdom is strong, united, and functional
Media and nasyrah are the da’wah civilization communication system — without them, Hizbut Tahrir is merely a collection of separated individuals. With good media, it becomes a body moving in one direction.”

«أَحَبُّ الْأَعْمَالِ إِلَى اللهِ أَدْوَمُهَا وَإِنْ قَلَّ»
“The most beloved deeds to Allah are those that are most consistent, even if they are few.” (HR. Bukhari no. 6464, Muslim no. 783)
Consistency in media da’wah means:

- Not only enthusiastic at the beginning, then weakening

﴿وَمَا أُمِرُوا إِلَّا لِيَعْبُدُوا اللَّهَ مُخْلِصِينَ لَهُ الدِّينَ حُنَفَاءَ﴾
“And they were not commanded except to worship Allah, [being] sincere to Him in religion.” (QS. Al-Bayyinah: 5)
«إِنَّمَا الْأَعْمَالُ بِالنِّيَّاتِ»
“Indeed, actions are by intentions.” (HR. Bukhari no. 1)
Intend using da’wah media for:
- Fulfilling the obligation of conveying da’wah
- Helping the Ummah confused amidst the flood of information
- Seeking Allah’s pleasure, not human praise or followers
Signs of sincere intention:
- Remaining consistent even though followers are few
- Not disappointed when content doesn’t go viral
- Happy when someone is helped, even if they don’t know who the author is
Etiquette 2: Correct Knowledge (العلم الصحيح)
﴿فَسْـَٔلُوٓا۟ أَهْلَ ٱلذِّكْرِ إِن كُنتُمْ لَا تَعْلَمُونَ﴾
“So ask the people of knowledge if you do not know.” (QS. An-Nahl: 43)
«مَنْ أُفْتِيَ بِغَيْرِ عِلْمٍ كَانَ إِثْمُهُ عَلَى مَنْ أَفْتَاهُ»
“Whoever is given a fatwa without knowledge, the sin is upon the one who gave the fatwa.” (HR. Abu Dawud no. 3656)

Etiquette 3: Noble Character (حسن الخلق)

“So by mercy from Allah, [O Muhammad], you were lenient with them. And if you had been rude [in speech] and harsh in heart, they would have disbanded from about you.” (QS. Ali Imran: 159)
Rasulullah ﷺ said:
«إِنَّ مِنْ أَحَبِّكُمْ إِلَيَّ وَأَقْرَبِكُمْ مِنِّي مَجْلِسًا يَوْمَ الْقِيَامَةِ أَحْسَنَكُمْ أَخْلَاقًا»
“Indeed, the most beloved of you to me and the closest to me in gathering on the Day of Resurrection are those with the best character.” (HR. Tirmidzi no. 2002)

﴿يَـٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُوٓا۟ إِن جَآءَكُمْ فَاسِقٌۢ بِنَبَإٍ فَتَبَيَّنُوٓا۟﴾
“O you who have believed, if there comes to you a disobedient one with information, investigate.” (QS. Al-Hujurat: 6)

“Indeed, those who have said, ‘Our Lord is Allah,’ and then remained on a right course - the angels will descend upon them, [saying], ‘Do not fear and do not grieve but receive good tidings of Paradise, which you were promised.’” (QS. Fussilat: 30)

Continuously Flowing Reward
Rasulullah ﷺ said:
«مَنْ سَنَّ فِي الْإِسْلَامِ سُنَّةً حَسَنَةً فَلَهُ أَجْرُهَا وَأَجْرُ مَنْ عَمِلَ بِهَا بَعْدَهُ مِنْ غَيْرِ أَنْ يَنْقُصَ مِنْ أُجُورِهِمْ شَيْءٌ»
“Whoever starts a good sunnah (tradition) in Islam will have its reward and the reward of those who act upon it after him, without that decreasing anything from their rewards.” (HR. Muslim no. 1017)
Digital content we create has the potential for jariyah reward — continuing to flow even after we are no longer in this world.

﴿وَجَـٰهِدُوا۟ فِى ٱللَّهِ حَقَّ جِهَادِهِۦ ۚ هُوَ ٱجْتَبَىٰكُمْ وَمَا جَعَلَ عَلَيْكُمْ فِى ٱلدِّينِ مِنْ حَرَجٍ ۚ مِّلَّةَ أَبِيكُمْ إِبْرَـٰهِـۧمَ ۚ هُوَ سَمَّىٰكُمُ ٱلْمُسْلِمِينَ مِن قَبْلُ وَفِى هَـٰذَا لِيَكُونَ ٱلرَّسُولُ شَهِيدًا عَلَيْكُمْ وَتَكُونُوا۟ شُهَدَآءَ عَلَى ٱلنَّاسِ﴾
“And strive for Allah with the striving due to Him. He has chosen you and has not placed upon you in the religion any difficulty. [It is] the religion of your father, Abraham. Allah named you ‘Muslims’ before [in former scriptures] and in this [revelation]…” (QS. Al-Hajj: 78)
In an era when the enemies of Islam are vigorously propagating deviant thoughts through their media, Muslims must counter with their own media. This is jihad in the information battlefield — and its reward is no less than jihad on the battlefield.
