Refutation of Terrorism: Islam Is Mercy for All the Worlds

Dear reader, amid the never-ending roar of global information, almost every day we are served narratives that corner Muslims. The term “terrorism” seems to have become an automatic label attached to anyone who strives for Islamic Shariah and the establishment of the Khilafah. Western media, secular governments, and even some Muslim leaders themselves participate in this campaign of stigmatization.

However, if we look at this reality with clear eyes and a sound mind, we will find a very contrasting truth: terrorism and true Islamic teachings are like fire and water — the two can never be united. Islam is mercy, not terror. Islam is compassion, not cruelty. Islam is light that illuminates, not darkness that frightens.

Allah ﷻ says about the great mission of the Prophet ﷺ:

وَمَا أَرْسَلْنَاكَ إِلَّا رَحْمَةً لِلْعَالَمِينَ

“And We have not sent you (O Muhammad) except as a mercy to the worlds.” (QS. Al-Anbiya’ [21]: 107)

Through the lens of Islamic thaqafah, particularly as deeply examined in the books Nizhamul Hukm fil Islam and Mafahim Hizbut Tahrir, we will thoroughly explore the nature of jihad in Islam, the fundamental difference between jihad and terrorism, and Hizbut Tahrir’s peaceful and intellectual da’wah method.

Let us explore 10 foundations proving that Islam is a religion of mercy, and terrorism is a crime cursed by Shariah.


1. Introduction: The Surgeon’s Scalpel and the Murderer’s Knife

Dear reader, to understand the difference between jihad in Islam and terrorism, let us begin with a simple yet very illustrative analogy.

Analogy: The Surgeon’s Scalpel and the Murderer’s Knife

Imagine two people both holding a sharp knife in their hands.

The first person is a righteous surgeon. He uses his knife to cut a patient’s body with a very careful, sterile, and measured procedure. Every incision has a clear purpose: to remove a life-threatening disease. After the operation is complete, the patient recovers and can continue living healthily.

The second person is a cold-blooded murderer. He uses his knife to stab a victim in the darkness of night. His goal is not to heal, but to take a life and spread fear. After acting, he flees, leaving a corpse and a shattered family.

The question is: can the same knife be considered to have the same function? Of course not. One is a life-saving tool used with strict rules and noble purpose. The other is a murder weapon used recklessly and without rules.

Jihad in Islam is like a surgeon’s scalpel — it is used with very strict rules, for a noble purpose, with clear and measured procedures. Terrorism is like a murderer’s knife — used recklessly, without rules, for evil and despicable purposes.


2. Jihad in Islam: War with Strict Rules

Dear reader, many people do not understand that jihad in Islam is not war without rules. It is warfare with very strict shar’i provisions — far stricter than any modern laws of war in the world.

The Prophet ﷺ gave very clear instructions to Muslim armies. From Abdullah ibn Umar radhiyallahu ‘anhuma:

عَنْ عَبْدِ اللَّهِ بْنِ عُمَرَ رَضِيَ اللَّهُ عَنْهُمَا أَنَّ امْرَأَةً وُجِدَتْ مَقْتُولَةً فِي بَعْضِ مَغَازِي رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ فَنَهَى رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ عَنْ قَتْلِ النِّسَاءِ وَالصِّبْيَانِ

“From Abdullah ibn Umar radhiyallahu ‘anhuma, that a woman was found killed in some of the battles of the Messenger of Allah ﷺ, so the Messenger of Allah ﷺ forbade the killing of women and children.” (HR. Bukhari no. 3015 and Muslim no. 1744)

Note: a woman was found killed — and the Prophet ﷺ immediately forbade the killing of women and children. This shows that in Islamic jihad, every innocent life is protected.

When Caliph Abu Bakr al-Siddiq radhiyallahu ‘anhu sent an army to Syria, he gave a testament that became the standard for the rules of war in Islam:

“O people! Stop and listen to my ten commandments: do not betray, do not cheat, do not break a trust, do not mutilate, do not kill a child, do not kill an old man, do not kill a woman, do not cut down a palm tree, do not burn a tree, and do not slaughter a sheep or cow except for food.”

Dear reader, reflect on this testament. These are the most humane rules of war in the history of human civilization — issued 1,400 years before the Geneva Conventions. Islam already protected civilians, the environment, and animals when other civilizations were still committing indiscriminate slaughter.


3. Terrorism Is Forbidden: Clear Evidences

Dear reader, there is not a shred of doubt in Islamic Shariah that terrorism — in its modern and classical forms — is forbidden and cursed by Allah ﷻ.

Allah ﷻ says:

مَنْ قَتَلَ نَفْسًا بِغَيْرِ نَفْسٍ أَوْ فَسَادٍ فِي الْأَرْضِ فَكَأَنَّمَا قَتَلَ النَّاسَ جَمِيعًا

“Whoever kills a soul unless for a soul or for corruption [done] in the land — it is as if he had slain all of mankind.” (QS. Al-Ma’idah [5]: 32)

This verse is very clear: killing an innocent person — not because he killed someone else, not because he caused corruption — is a sin equivalent to killing all of humanity. Bombs in markets, shootings in places of worship, attacks on schools — all of these fall under the category of killing innocent people. And the punishment in the sight of Allah ﷻ is terrible.

The Prophet ﷺ also said about the threat to anyone who kills a protected non-Muslim citizen (mu’ahad):

مَنْ قَتَلَ مُعَاهَدًا لَمْ يَرِحْ رَائِحَةَ الْجَنَّةِ

“Whoever kills a mu’ahad (a protected non-Muslim citizen) will not smell the fragrance of Paradise.” (HR. Bukhari no. 3166)

Not smelling the fragrance of Paradise — even though the scent of Paradise can be smelled from a journey of 40 years. This is a very harsh and unambiguous threat.


4. Hirabah: The Islamic Term for Terrorism

Dear reader, Islam actually already has its own term for what we now call “terrorism.” That term is Al-Hirabah (الحِرَابَة).

Allah ﷻ says about the punishment for those who commit hirabah:

إِنَّمَا جَزَاءُ الَّذِينَ يُحَارِبُونَ اللَّهَ وَرَسُولَهُ وَيَسْعَوْنَ فِي الْأَرْضِ فَسَادًا أَنْ يُقَتَّلُوا أَوْ يُصَلَّبُوا أَوْ تُقَطَّعَ أَيْدِيهِمْ وَأَرْجُلُهُمْ مِنْ خِلَافٍ أَوْ يُنْفَوْا مِنَ الْأَرْضِ

“Indeed, the penalty for those who wage war against Allah and His Messenger and strive upon earth [to cause] corruption is none but that they be killed or crucified or that their hands and feet be cut off from opposite sides or that be exiled from the land.” (QS. Al-Ma’idah [5]: 33)

Note the phrase “wage war against Allah and His Messenger and strive upon earth [to cause] corruption.” This is the definition of hirabah: terrifying safe people, highway robbery, and spreading terror in society. And its punishment? Very severe — because Islam views terrorism as a crime against public security that must be eradicated.

This table clearly shows that modern terrorism does not meet a single condition of jihad in Islam. It is hirabah — a crime cursed by Shariah.


5. Conditions for Jihad: Why Modern Terrorism Is Void from the Start

Dear reader, even if someone claims that the terrorist acts they commit are “jihad,” that claim is void from the start because it does not meet the basic conditions of jihad in Islam.

First, jihad must be commanded by the legitimate Imam (Caliph). Individuals or small groups have no right to declare jihad on their own. This is the consensus of scholars throughout history. When someone or a group takes up arms without the authority of the Caliph, they are not mujahidun — they are rebels (bughah) or bandits (muharibun).

Second, jihad must target combatants (enemy soldiers), not civilians. Women, children, the elderly, monks, farmers, and other civilians are explicitly protected in Islamic Shariah.

Third, jihad must be officially declared. There is no concept of “sneak attacks” or “secret operations” in Islamic jihad. A declaration of war must be clear and open.

Fourth, jihad must follow strict shar’i rules. No mutilation, no poisoning of water sources, no cutting down trees, no destroying buildings, no killing animals without need.

Modern terrorism violates all four conditions simultaneously. Therefore, it is not jihad — it is pure crime, forbidden and cursed by Allah ﷻ.


6. Hizbut Tahrir’s Da’wah Method: Peaceful, Intellectual, Following the Path of the Prophet

Dear reader, after understanding that terrorism is forbidden in Islam, the next question is: “How then does Hizbut Tahrir strive for the Khilafah?”

The answer is very clear: through a peaceful, intellectual da’wah method following the footsteps of the Prophet ﷺ.

Allah ﷻ says:

قُلْ هَٰذِهِ سَبِيلِي أَدْعُو إِلَى اللَّهِ ۚ عَلَىٰ بَصِيرَةٍ أَنَا وَمَنِ اتَّبَعَنِي

“Say, ‘This is my way; I invite to Allah with insight (based on knowledge), I and those who follow me.’” (QS. Yusuf [12]: 108)

“With insight” — with knowledge, thought, and clear evidence. Not with violence. Not with terror. Not with coercion.

Hizbut Tahrir follows three stages of da’wah exemplified by the Prophet ﷺ:

First, da’wah fikriyyah (intellectual). HT spreads Islamic thought to society through books, articles, study circles, and discussions. The goal is to clarify the ummah’s understanding of true Islam — not the Islam twisted by Western media or extremist groups.

Second, da’wah siyasiyyah (political). HT exposes the oppressive policies of rulers and offers Islamic solutions through public opinion and political pressure. This is done through direct interaction with the ummah, not through violence or coups.

Third, thalabun nushrah (seeking support). HT invites those with power and influence to help establish the Khilafah. This is done with hujjah (arguments) and iqna’ (persuasion), not through threats or violence.

Hizbut Tahrir’s official statement is very clear: “Hizbut Tahrir is a political party with an Islamic ideology. This party does not use violence in its method of struggle. This party interacts with the ummah to convey Islamic thought and works to implement Islam comprehensively in society and state affairs.”


7. Exemplary Stories: The Peaceful Da’wah of the Prophets

Dear reader, if we want to understand the correct method of da’wah, let us look at how the Prophets — the best of people chosen by Allah ﷻ — conveyed their message.

Prophet Nuh (Noah) ‘alaihissalam called his people for 950 years. For nearly a millennium, he conveyed the message to his people without using any violence. Allah ﷻ immortalized his words in the Qur’an:

قَالَ يَا قَوْمِ أَرَأَيْتُمْ إِنْ كُنْتُ عَلَىٰ بَيِّنَةٍ مِنْ رَبِّي وَآتَانِي رَحْمَةً مِنْ عِنْدِهِ فَعُمِّيَتْ عَلَيْكُمْ أَنُلْزِمُكُمُوهَا وَأَنْتُمْ لَهَا كَارِهُونَ

“He (Noah) said, ‘O my people, have you considered if I should be upon clear evidence from my Lord while He has given me mercy from Him but it has been made unapparent to you. Should we force it upon you while you are averse to it?’” (QS. Hud [11]: 28)

“Should we force it upon you?” — There is no coercion in da’wah!

The Prophet ﷺ called people in Makkah for 13 years. During that period, he and his companions were insulted, pelted with stones, tortured, and boycotted. Did he retaliate with violence? No. He continued to convey the da’wah with wisdom and good counsel. Only after migrating to Madinah and establishing a state did he lead warfare — and even then, with very strict rules, as we have discussed above.

The lesson from these stories is very clear: intellectual da’wah does not need violence. True change comes from winning hearts and minds, not from the point of a gun.


8. Why HT Is Accused of Terrorism: Global Political Deception

Dear reader, if Hizbut Tahrir is a peaceful and intellectual party, why is it often accused of being “terrorist”?

The answer lies in a global political deception that has been ongoing for decades. The label “terrorist” is often used by certain parties as a tool to:

First, suppress Islamic movements that strive for Shariah. When an Islamic movement begins to gain support from the ummah, threatened parties label it “terrorist” to discredit it.

Second, legitimize colonization and military intervention. The “War on Terror” narrative has been used by Western countries to justify invasions of Afghanistan, Iraq, Libya, and other Muslim nations.

Third, silence criticism of unjust policies. Anyone who criticizes Western policies or their allies in the Middle East can easily be labeled “radical” or “terrorist.”

Fourth, advance the Israeli agenda. The “Islam = terror” narrative has been systematically used to justify Israel’s occupation of Palestine and suppress Muslim resistance movements.

The pattern is always the same: a peaceful and intellectual Islamic movement emerges → labeled “terrorist” by Western media → Muslim countries follow with bans due to pressure → da’wah is silenced with anti-terrorism laws.

Hizbut Tahrir’s response to these accusations is very firm: “We do not use violence. We do not train people for war. We do not store weapons. We only convey Islamic thought through speech and writing. If this is called terrorism, then our terrorism is the terrorism of thought — the terror of ideas that shakes falsehood.”


9. Comparison: Hizbut Tahrir vs. Violent Groups

Dear reader, to clarify the difference between Hizbut Tahrir and groups that use violence, let us look at the following comparison.

This difference is very fundamental. Hizbut Tahrir cannot be equated with groups that use violence, whether in method, goal, or legal status in Islam.


10. Conclusion: Islam Is Mercy, Not Terror

Dear reader, after exploring the entire discussion above, the conclusion is very clear and undeniable.

Islam and terrorism are two completely opposite things. Islam is mercy — terrorism is a curse. Jihad in Islam is governed by strict shar’i rules — terrorism is arbitrary and lawless. Hizbut Tahrir struggles with peaceful and intellectual methods — terrorists use violence and target civilians.

A Muslim who truly internalizes the teachings of his religion will be the most steadfast person in rejecting all forms of terrorism. For our noble task is to bring the light of guidance, not to spread the darkness of fear.

The Khilafah we long for is a great house that will protect all inhabitants of the earth with safety and compassion — not with terror and fear. It is a system of government that guarantees justice for Muslims and non-Muslims alike, that upholds the laws of Allah ﷻ who is All-Just, and that brings mercy to all the worlds.
