الطَّرِيقَةُ الْفِكْرِيَّةُ السِّيَاسِيَّةُ السِّلْمِيَّةُ
“Thariqah (method) of Hizbut Tahrir is a method that is fikriyyah (intellectual), siyasiyyah (political), and silmiyyah (peaceful).”
The word fikriyyah means that HT’s main weapon is thought — not bullets, not bombs, not swords. HT believes that genuine and lasting change can only come from changing the way the ummah thinks. When the ummah has correctly understood Islam, when they have realized that Islamic Shariah is the solution to all life’s problems, then the establishment of the Khilafah will become a natural consequence of that awareness.
The word siyasiyyah means that HT does not do da’wah in a vacuum. Allah ﷻ says, commanding da’wah in a noble manner:
ادْعُ إِلَىٰ سَبِيلِ رَبِّكَ بِالْحِكْمَةِ وَالْمَوْعِظَةِ الْحَسَنَةِ ۖ وَجَادِلْهُمْ بِالَّتِي هِيَ أَحْسَنُ
“Invite to the way of your Lord with wisdom and good instruction, and argue with them in a way that is best.” (QS. An-Nahl [16]: 125)

The first way is through violence. You burn all the existing wild plants. You blast the large rocks with dynamite. You force the seeds into the ground with heavy machinery. The result? The land is ruined, the seeds do not grow, and what remains is a smell of burning and destruction.
The second way is through patience. You till the soil slowly. You water it with just enough water. You carefully sow the seeds. You tend to it every day with full dedication. The result? The soil becomes fertile, the seeds grow into shady trees, and the garden becomes a beautiful place for anyone who comes.
Hizbut Tahrir chooses the second way. Because it knows that changing the thinking of the ummah cannot be forced with weapons. It must be nurtured — like a patient farmer waiting for the harvest.
In this analogy, the barren field is society living under the influence of Jahili thought — whether capitalism, secularism, or nationalism. The seeds sown are Islamic thought originating from Al-Qur’an and As-Sunnah. The hoe and water are oral and written da’wah — lectures, discussions, books, articles, and direct interaction with the ummah. And the final result, insha Allah, is the establishment of the Islamic Khilafah bringing mercy to all the worlds.
3. Following the Footsteps of the Prophet ﷺ: Three Stages of Da’wah
Dear reader, Hizbut Tahrir did not create its method from a vacuum. This method is derived directly from the way the Prophet ﷺ conducted da’wah — a method proven to have built the greatest civilization in human history.
The Prophet ﷺ did not immediately take up arms when he began his da’wah in Makkah. He ﷺ went through three very structured stages, and Hizbut Tahrir faithfully follows these three stages.
The first stage is Tathqif — cultivation. In this phase, the Prophet ﷺ built a core cadre that understood Islam deeply. In Makkah, he ﷺ educated the Companions one by one, in the house of Arqam bin Abi al-Arqam, forming individuals with a solid shakhsiyyah islamiyyah (Islamic personality). Hizbut Tahrir does the same: it begins by forming cadres who understand Islamic thaqafah comprehensively through intensive study and scientific halaqahs.
The second stage is Tafa’ul — interaction with the ummah. After having a solid core cadre, the Prophet ﷺ began interacting widely with the Makkan society. He ﷺ conveyed the da’wah in public places, discussed with tribal leaders, and refuted the misconceptions thrown by the Quraysh. Hizbut Tahrir does likewise: it holds seminars, publishes books and articles, discusses in media, and interacts directly with society through door-to-door da’wah.
The third stage is Istilam al-Hukmi — seizing power. At the end of the Makkan period, the Prophet ﷺ conducted thalabun nushrah — seeking support from tribal leaders outside Makkah to protect and establish the Islamic da’wah. He ﷺ approached the Aus and Khazraj tribes in Madinah, and through the bay’ah of Aqabah, the Islamic da’wah finally had a state. Hizbut Tahrir follows this step: it interacts with rulers and influential figures, conveys Islamic thought, and seeks nushrah (support) to establish the Khilafah.
Allah ﷻ says about the da’wah method based on knowledge and insight:
قُلْ هَٰذِهِ سَبِيلِي أَدْعُو إِلَى اللَّهِ ۚ عَلَىٰ بَصِيرَةٍ أَنَا وَمَنِ اتَّبَعَنِي ۖ وَسُبْحَانَ اللَّهِ وَمَا أَنَا مِنَ الْمُشْرِكِينَ

Hizbut Tahrir is a political party with an Islamic ideology. It has a clear organizational structure, a defined da’wah method, and a specific goal: to establish the Islamic Khilafah through peaceful means. It does not claim to be a state. It does not take up arms. It does not attack civilians. It does not bomb. It does not kidnap. It does not behead.
Armed groups like ISIS, on the other hand, claim to be a “state” established through war. They use violence as their main method. They attack civilians — Muslims and non-Muslims alike. They carry out bombings, kidnappings, and executions in front of cameras. They claim “jihad” without fulfilling the shar’i conditions established by scholars.
This difference is not merely tactical. It is a fundamental difference in understanding Islam itself. Hizbut Tahrir believes that jihad — in the sense of warfare — can only be carried out by a legitimate state (Khilafah), with a legitimate leader, and according to the rules established by Shariah. Individuals or groups have no right to declare jihad on their own. This is the position agreed upon by Ahl al-Sunnah wa al-Jama’ah scholars for centuries.

The answer lies not in what HT does, but in what HT thinks and vocalizes.
First, Hizbut Tahrir conveys Islamic thought in its entirety — including the idea of the Islamic Khilafah. This idea threatens the status quo of secular rulers in the Muslim world who have long enjoyed power without Shariah. When HT criticizes corruption, injustice, and the dependence of Muslim countries on the West, those rulers feel threatened.
Second, pressure from Western countries — especially the United States — plays a major role. The US has labeled Hizbut Tahrir a terrorist organization, and Muslim countries dependent on US military and economic aid follow suit. This is not about security. This is about politics.
Third, mainstream media deliberately equates HT with ISIS and other armed groups. This framing is very effective: when the public hears “Khilafah,” what comes to mind are images of violence from ISIS. Yet the two are completely different — like day and night.
Fourth, accusations of terrorism are often used as a tool to divert issues. When a ruler is caught in corruption or fails to meet the people’s needs, the easiest way to save oneself is to create a “scapegoat” — and HT is the perfect target.
Fifth, and most painfully, these accusations are used to silence criticism. Hizbut Tahrir is one of the most vocal organizations in criticizing the tyranny of rulers. When that criticism cannot be refuted with arguments, the method chosen is criminalization.

Dear reader, the peaceful method adopted by Hizbut Tahrir is not a modern innovation. It is deeply rooted in Al-Qur’an and As-Sunnah — the sources of law held by every Muslim.
The Prophet ﷺ gave da’wah in Makkah for 13 years without taking up arms. He ﷺ was insulted, pelted with stones, boycotted, and tortured — yet he ﷺ did not retaliate with violence. When the people of Ta’if pelted him ﷺ until blood flowed from his feet, the guardian angel of the mountain offered to destroy the city. But the Prophet ﷺ refused and instead prayed for them:
اللَّهُمَّ اهْدِ قَوْمِي فَإِنَّهُمْ لَا يَعْلَمُونَ
“O Allah, guide my people, for they do not know.” (HR. Bukhari no. 3477 and Muslim no. 1795)
This is the peak of the peaceful method. Not revenge. Not violence. But prayer and patience.
Permission to fight (jihad) only came after the Prophet ﷺ migrated to Madinah and formed a state. Allah ﷻ says:
أُذِنَ لِلَّذِينَ يُقَاتَلُونَ بِأَنَّهُمْ ظُلِمُوا ۚ وَإِنَّ اللَّهَ عَلَىٰ نَصْرِهِمْ لَقَدِيرٌ

Note that this permission was given after there was a state in Madinah. Not before. Not by individuals or groups acting on their own.
Hizbut Tahrir, which is currently in the da’wah phase (not yet having a state), follows the Makkan method — the method that is peaceful, based on thought, and rejects material violence in all its forms.
8. 70 Years of History: Undeniable Proof
Dear reader, theory without evidence is mere rhetoric. And Hizbut Tahrir has very strong evidence: more than 70 years of history without violence.
Since its establishment in 1953 in Jerusalem by Sheikh Taqiyuddin An-Nabhani — a scholar, judge, and great thinker — Hizbut Tahrir has spread to all corners of the world. In Jordan, Syria, Egypt, Palestine, Tunisia, Indonesia, Malaysia, Pakistan, Uzbekistan, Russia, England, Germany, Australia, and dozens of other countries, HT has built an extensive da’wah network.
In every country, its method remains the same: scientific study, public discussion, publication of books and articles, political interaction with rulers, and thalabun nushrah. There has never been a deviation from this method.
Even when HT faced very severe pressure — when its activists were tortured in Egyptian prisons during the Mubarak era, when hundreds of HT members were imprisoned in Uzbekistan during the Karimov era, when HT was officially banned in Indonesia in 2017 — the party never retaliated with violence. It remained on its path: da’wah with wisdom and good counsel.
This is not just a promise. This is a track record verifiable by anyone.
9. What Hizbut Tahrir Does — and What It Does Not Do
Dear reader, to eliminate any remaining doubts, let us clearly summarize what Hizbut Tahrir does and what it does not do.
What Hizbut Tahrir does: conduct scientific study and halaqahs to cultivate cadres; publish books, articles, and newsletters to spread Islamic thought; discuss and debate with anyone who wants to understand Islam; interact with the ummah through door-to-door da’wah; criticize the oppressive policies of rulers through legitimate political channels; and seek support (nushrah) from leaders and rulers to establish the Khilafah.
What Hizbut Tahrir does not do: military training in any form; storage of weapons or ammunition; violent acts against civilians or government infrastructure; terror, bombs, or armed attacks; coups or treason against legitimate rulers; and claims of jihad without the authority of the Khilafah state.
This difference is not merely technical. It is the difference between two completely opposing ways of understanding Islam. Hizbut Tahrir believes that Islam is an ideology that must be struggled for through thought and politics — not through violence and terror.
10. Conclusion: Da’wah with Wisdom, Not with Weapons
Dear reader, after exploring 10 truths about Hizbut Tahrir’s method, let us conclude clearly.
Hizbut Tahrir does not use violence in its method of struggle. This is not an empty claim — it is a fact proven by more than 70 years of history, by the party’s official documents, and by a da’wah method explicitly defined as fikriyyah, siyasiyyah, silmiyyah — intellectual, political, and peaceful.
HT follows the method of the Prophet ﷺ in Makkah: giving da’wah with wisdom, with good counsel, and with debate in the best manner. HT does not take up arms. HT does not stage coups. HT does not attack anyone.
The accusation that HT is a terrorist organization or a violent organization is slander with no basis in fact. This accusation is made not because of what HT does, but because of what HT conveys: comprehensive Islamic thought, criticism of rulers’ tyranny, and the call to establish the Islamic Khilafah.
Allah ﷻ says:
وَلَا تَلْبِسُوا الْحَقَّ بِالْبَاطِلِ وَتَكْتُمُوا الْحَقَّ وَأَنْتُمْ تَعْلَمُونَ
“And do not mix the truth with falsehood or conceal the truth while you know [it].” (QS. Al-Baqarah [2]: 42)
Dear reader, truth does not need to shout. It only needs to be conveyed clearly and honestly. And the truth about Hizbut Tahrir is this: it is a party that struggles for Islam in a peaceful way, in a way pleasing to Allah ﷻ, and in the way exemplified by the Prophet ﷺ.
