How does Hizbut Tahrir analyze the politics of Islam's enemies and convey it to the ummah? Why does tabbani mashalih ummah become an integral part of da'wah?

Kasyful Khuthath: Exposing Plans and Politics of Islam’s Enemies

“And [remember, O Muhammad], when those who disbelieved plotted against you to restrain you or kill you or evict you [from Makkah]. But they plan, and Allah plans. And Allah is the best of planners.” (QS. Al-Anfal [8]: 30)

Dear readers, have you ever wondered — why are Muslim nations always in a state of division? Why is it that whenever there is upheaval in the Muslim world, there is always a foreign power intervening? Why do policies that seemingly “help” often worsen the ummah’s condition?

These questions are not a form of excessive suspicion. They are vigilance commanded by Shariah.

Allah Subhanahu wa Ta’ala says:

“O you who have believed, take your precaution.” (QS. An-Nisa’ [4]: 71)

And Allah also says:

يَا أَيُّهَا الَّذِينَ آمَنُوا لَا تَتَّخِذُوا بِطَانَةً مِنْ دُونِكُمْ لَا يَأْلُونَكُمْ خَبَالًا وَدُّوا مَا عَنِتُّمْ قَدْ بَدَتِ الْبَغْضَاءُ مِنْ أَفْوَاهِهِمْ وَمَا تُخْفِي صُدُورُهُمْ أَكْبَرُ

“O you who have believed, do not take as intimates those other than yourselves, for they will not spare you [any] ruin. They wish you would have hardship. Hatred has already appeared from their mouths, and what their breasts conceal is greater.” (QS. Ali ‘Imran [3]: 118)

These verses teach us one important principle: we must know what Islam’s enemies are planning against us. Not to become paranoid, not to live in fear — but to be ready, vigilant, and not deceived.

This is what in Hizbut Tahrir’s tradition is known as Kasyful Khuthath (كشف الخطط) — exposing the plans and politics of Islam’s enemies. An activity that is an integral part of Siyasah Syar’iyyah (سياسة شرعية) and Tabbani Mashalih Ummah (تبني مصالح الأمة) — two important pillars in Hizbut Tahrir’s da’wah manhaj.

This article will guide you to understand: what is kasyful khuthath? What is its Shariah basis? How does Hizbut Tahrir do it? And why is this important for every aware Muslim to know?

All discussions here refer to Mafahim Hizbut Tahrir by Sheikh Taqiyuddin An-Nabhani and Nizhamul Hukm fil Islam, two fundamental references that explain how Hizbut Tahrir understands the politics of the ummah.

Let us discuss calmly and patiently.

1. What Is Kasyful Khuthath?

Dear reader, let us start from basic understanding. The term kasyful khuthath consists of two words:

  • Kasyf (كشف) — uncovering, exposing, revealing
  • Khuthath (الخطط) — plans, strategies, planned steps

“Kasyful khuthath is exposing the plots and plans designed by Islam’s enemies against the Muslims.”

But it must be understood: kasyful khuthath is not merely “conspiracy theory” — not searching for enemies behind every policy, not spreading baseless suspicion. This is fact-based political analysis — conducted with knowledge, with evidence, with clarity.

Difference Between Kasyful Khuthath and Conspiracy Theory

AspectKasyful KhuthathConspiracy Theory
BasisFacts, official statements, documents, historical patternsSpeculation, assumptions without proof
MethodSystematic analysis based on interests and political motivesConnecting unrelated things
PurposeBuilding the ummah’s vigilance, preparing counter-strategyFrightening, spreading panic
SourceLeaders’ statements, government documents, think tanks, mediaRumors, anonymous sources, “they say”
ResultUmmah is aware, ready, and has direction of struggleUmmah is afraid, despairing, or apathetic

Hizbut Tahrir understands that correct kasyful khuthath must be based on knowledge, not emotion. There must be data, evidence, and accountable analysis.

2. Shariah Basis: Allah’s Command for Vigilance

Dear reader, some may ask: does Shariah really command us to analyze the politics of enemies? Or is this merely an addition created by Hizbut Tahrir?

The answer is clear: this is a command from Allah Subhanahu wa Ta’ala Himself. Let us look at several verses that form the basis.

First Verse: Take Your Precaution

“O you who have believed, take your precaution.” (QS. An-Nisa’ [4]: 71)

The word “khidzrakum” (حِذْرَكُمْ) comes from hadzara (حذر) — meaning vigilant, taking precaution, being careful. Imam Ibn Kathir in his tafsir explains that this verse commands Muslims to prepare to face their enemies — both militarily and politically.

And preparation cannot be done without knowing what the enemy is planning.

Second Verse: Do Not Take Them as Trusted Allies

“O you who have believed, do not take My enemies and your enemies as allies, extending to them affection.” (QS. Al-Mumtahanah [60]: 1)

This verse reminds us that Islam’s enemies have an agenda contrary to the ummah’s interests. And we must not be naive — we cannot simply believe what they say or do.

Third Verse: Vigilance Against Plots

“And [remember, O Muhammad], when those who disbelieved plotted against you to restrain you or kill you or evict you [from Makkah]. But they plan, and Allah plans. And Allah is the best of planners.” (QS. Al-Anfal [8]: 30)

Note: Allah does not blame the Messenger of Allah ﷺ for not knowing their plans. Allah instead tells this as a lesson — so that Muslims know that enemies always have plans, and we must be ready.

The Messenger of Allah ﷺ’s Example in Kasyful Khuthath

The Messenger of Allah ﷺ himself practiced this. He did not just accept information as it came — he analyzed, exposed, and prepared strategy.

Examples from the Sirah:

EventEnemy’s PlanWhat the Messenger of Allah ﷺ Did
Battle of Khandaq (627 CE)Quraysh, Jews, and Ghatafan allied to attack Madinah from all sidesThe Messenger of Allah ﷺ dug a trench — a defensive strategy unknown to Arabs
Treaty of Hudaybiyyah (628 CE)Quraysh tried to prevent umrah through diplomatic pressureThe Messenger of Allah ﷺ accepted a treaty that seemed disadvantageous — but actually opened the way to the Conquest of Makkah
Maka’idul Yahudi (Jews of Madinah)Bani Quraizhah betrayed from within during warThe Messenger of Allah ﷺ exposed the betrayal and dealt with it firmly
Munafiqun in MadinahAbdullah bin Ubay and followers weakened from withinThe Messenger of Allah ﷺ knew their motives but did not kill them — waiting for revelation

All this shows that the Messenger of Allah ﷺ was not naive. He knew the enemy’s plans, he analyzed them, and he prepared counter-strategy. And this is what Hizbut Tahrir follows.

3. Kasyful Khuthath in the Framework of Siyasah Syar’iyyah

Dear reader, it needs to be understood here that kasyful khuthath is not a standalone activity. It is part of a larger framework — Siyasah Syar’iyyah (سياسة شرعية), or politics according to Shariah.

What Is Siyasah Syar’iyyah?

In Nizhamul Hukm fil Islam, Sheikh Taqiyuddin An-Nabhani explains that siyasah syar’iyyah is the management of the ummah’s affairs based on Islamic Shariah — both domestic and foreign affairs. And one important aspect of foreign policy is knowing what kafir states are doing toward the Muslim world.

“Siyasah syar’iyyah is the management of the ummah’s affairs with Shariah rulings in domestic and foreign matters.”

Two Dimensions of Siyasah Syar’iyyah

DimensionFocusExample Activity
DomesticImplementation of Shariah in Islamic stateEstablish hudud, regulate Islamic economy, manage education
ForeignRelations with other states & political vigilanceAnalysis of Western politics, counter-strategy, international da’wah

Kasyful khuthath falls in the foreign dimension — because it is about understanding what Islam’s enemies from outside are planning against the Muslim world.

Connection to Tabbani Mashalih Ummah

Besides siyasah syar’iyyah, kasyful khuthath is also closely related to Tabbani Mashalih Ummah (تبني مصالح الأمة) — adopting the ummah’s interests.

“Tabbani mashalih ummah is showing defense against every injustice that befalls Muslims in any of their lands.”

In Mafahim Hizbut Tahrir, Sheikh Taqiyuddin explains that a leader or da’wah group must adopt the ummah’s interests — not just the group’s internal interests. And to defend the ummah’s interests, one must first know what threatens the ummah.

This is why kasyful khuthath is important: we cannot defend the ummah if we do not know what threatens them.

4. Hizbut Tahrir’s Method of Kasyful Khuthath

Dear reader, we now come to the more practical aspect: how does Hizbut Tahrir conduct kasyful khuthath? What are the steps? How to ensure that the analysis conducted is fact-based, not speculation?

Step 1: Gathering Information from Trusted Sources

Hizbut Tahrir does not work based on rumors or “they say.” Every analysis begins with systematic information gathering.

Information SourceExample
Official leaders’ statementsPresidential speeches, ministry statements, government documents
Think tanks and research institutionsRAND Corporation, CFR, Chatham House, Brookings
Western mass mediaThe New York Times, The Guardian, Washington Post, Reuters
International reportsUN, IMF, World Bank, NATO
History and behavioral patternsPast interventions, declassified documents

The principle: sources must be verifiable. If they cannot be verified, they cannot be the basis of analysis.

Step 2: Analyzing Motives and Interests

After information is gathered, the next step is analyzing motives — who benefits? What is the goal? What is the agenda behind this policy?

Analytical QuestionPurpose
Who benefits? (Cui bono?)Finding the real beneficiary
What is the goal?Understanding long-term objectives
When is execution?Understanding timeline and momentum
How is it done?Understanding modus operandi
What is the historical pattern?Comparing with past interventions

Imam Shaukani in Nailul Authar explains that in fiqh siyasah, a leader must look at the maqashid (objectives) behind every policy — not only what is said publicly, but what is actually intended to be achieved.

Step 3: Connecting with the Ummah’s Reality

After motives are identified, the next step is connecting the analysis with the reality faced by the ummah. Does this policy impact Muslim countries? Is there intervention? Are there economic or strategic interests behind it?

Enemy’s InterestExample in Reality
EconomicControl over oil, gas, trade routes, markets
PoliticalInfluence through puppet regimes, military alliances
StrategicMilitary bases in Muslim countries, geographic control
IdeologicalSpreading secularism, liberalism, separation of religion from state

Step 4: Delivering to the Ummah Clearly

After analysis is complete, Hizbut Tahrir delivers the results to the ummah — through position statements, articles, studies, and media.

Delivery MediumTarget Audience
Official position statementsGeneral public, media
In-depth analysis articlesIntellectuals, activists, scholars
Public studies and seminarsEducated society
Treatises and booksReaders wanting deep understanding
Social mediaYoung generation, digital audience

The principle of delivery: clear, fact-based, not provocative, and accompanied by solutions. Not only criticizing — but showing the way out based on Islam.

5. Example of Kasyful Khuthath: Analysis of the Palestine Issue

Dear reader, let us look at one concrete example — how kasyful khuthath is applied to the most painful issue for the ummah: Palestine.

Official Narrative Delivered by Media

NarrativeClaim
”Peace Process”Israel and Palestine are negotiating for peace
”Two-State Solution”Two-state solution is the best path
”Peace Negotiations”All parties want a peaceful solution

Actual Plan Revealed Through Analysis

StagePlanEvidence
1. Legitimizing IsraelRecognize Israel as a legitimate stateUN resolutions, recognition by Arab countries
2. Criminalizing ResistanceLabel Hamas and Islamic Jihad = terrorist organizationsUS, EU, some Arab countries’ terrorist lists
3. Normalization of RelationsArab countries normalize with IsraelAbraham Accords (2020)
4. Forgetting Refugee RightsDo not discuss Palestinian refugees’ right of returnOslo Accords do not address this
5. Forgetting Al-QudsLet the status quo of Al-Quds favor IsraelEmbassies moved to Jerusalem

Counter-Strategy That Hizbut Tahrir Delivers

StepExplanation
Reject normalizationNormalization = recognition of occupation
Support resistanceResistance is a Shariah right against occupiers
Assert right of returnPalestinian refugees have the right to return to their land
Assert Al-QudsAl-Quds is an integral part of Palestine, not “international”
Establish KhilafahOnly the Khilafah can permanently liberate Palestine

Note: this analysis is not based on rumor. All based on official statements, treaty documents, and verifiable historical patterns.

6. Second Example: Climate Change Issue and Its Impact on the Muslim World

Dear reader, here is another example that may be less familiar — but its impact is very real for the Muslim world.

Official Narrative

NarrativeClaim
”Save the Earth”We must together reduce carbon emissions
”Energy Transition”Shift from fossil fuel to renewable energy
”Climate Justice”All countries must contribute

Kasyful Khuthath Analysis

StagePlanImpact on Muslim World
1. Global Carbon TaxTax for carbon emissionsMuslim countries with developing industries will be burdened
2. Limit Developing Nations’ IndustryStrict regulations for emissionsIndustries in Muslim countries lose competitiveness with the West
3. Control Energy SourcesTransition controlled by Western technologyNew dependence on the West
4. Green DebtLoans for “clean energy”Muslim countries further trapped in debt
5. Land Use ChangeDeforestation prohibitedIndigenous and Muslim communities in rural areas affected

What Hizbut Tahrir Delivers

StanceExplanation
Islam cares for the environmentShariah already regulates: prohibition of isyraf (excess), prohibition of damage
Reject discriminatory carbon taxThe West has the most historical emissions — they should pay
Demand free technology transferThe West must compensate for the damage they caused
Focus on excessive consumption in the WestThe main problem is not developing countries’ emissions, but Western lifestyle
Solution: Islamic SystemOnly Islam regulates the balance between development and environment

7. Third Example: Terrorism Issue and Islamophobia

Dear reader, this is a third example very relevant to the ummah’s condition today.

Official Narrative

NarrativeClaim
”War on Terror”War against terrorism for global security
”Deradicalization”Programs to change extremists’ thinking
”Moderate Islam vs Extremist”Separating “good” Islam from “bad” Islam

Kasyful Khuthath Analysis

StagePlanImpact
1. Criminalizing IslamEquating Islam with terrorismIslamophobia increases in the West and Muslim countries
2. Military InterventionInvasion in the name of anti-terrorControl over Muslim countries (Afghanistan, Iraq, Libya)
3. Controlling Da’wahStrict regulations for mosques and da’wah bearersDa’wah restricted, Islamic voices silenced
4. Dividing the UmmahLabeling moderate vs extremistUmmah divided, mutual suspicion
5. Legitimizing Puppet RegimesSupporting “cooperative” rulersUmmah increasingly subjugated

What Hizbut Tahrir Delivers

StanceExplanation
Islam is not terrorismTerrorism is oppression — Islam prohibits oppression
Reject military interventionIntervention = new colonialism with a different name
Reject discriminatory regulationsMosques and da’wah bearers must not be regulated by kafir states
Reject moderate vs extremist labelThere is no moderate and extremist Islam — there is correct Islam and deviant Islam
Solution: Unity of the ummahThe ummah must unite under the banner of Khilafah, not divided

8. Principles of Correct Kasyful Khuthath

Dear reader, from the explanation above, we can summarize several principles that must be maintained in kasyful khuthath.

What Must Be Done

PrincipleExplanationEvidence
1. Fact-basedUse verifiable sources”And do not pursue that of which you have no knowledge.” (QS. Al-Isra’ [17]: 36)
2. In-depth analysisDo not be simplistic or shallow”So take warning, O people of vision.” (QS. Al-Hashr [59]: 2)
3. Deliver with wisdomDo not be provocative or emotional”Invite to the way of your Lord with wisdom and good instruction.” (QS. An-Nahl [16]: 125)
4. Focus on the systemNot attacking individuals, but the systemThe Messenger of Allah ﷺ focused on changing Makkah’s system, not attacking individuals
5. Provide solutionsDo not only criticizeHizbut Tahrir always delivers solutions, not only problems

What Must Be Avoided

ProhibitionReason
Baseless conspiracy theoryDamages credibility, spreads hoax
Blaming the victimBlaming the ummah for their own suffering
Resignation and despairAllah promises victory for those who struggle
Excessive emotionalityLosing objectivity, not rational
Spreading rumorsCannot be accounted for according to Shariah

9. The Role of Hizbut Tahrir Activists in Kasyful Khuthath

Dear reader, so what is the concrete role of an activist or bearer of da’wah in kasyful khuthath? How can you contribute?

As an Analyst

TaskHow to Work
Monitor newsRead trusted sources regularly
Analyze policiesUnderstand long-term impact of every policy
Write analysisSpread through HT media or da’wah platforms
Internal discussionDeepen understanding together with the jama’ah

As a Bearer of Da’wah

TaskHow to Work
Educate societyDeliver facts in easily understood language
Open the ummah’s eyesDo not let the ummah be deceived by false narratives

As a Struggler

TaskHow to Work
Do not be naiveAlways vigilant against plots
Ready to counterPrepare arguments for every false narrative
Coordinate with HTOne voice, one direction, one manhaj
SteadfastContinue struggling even when results are not yet visible

The Messenger of Allah ﷺ said:

لَا تَزَالُ طَائِفَةٌ مِنْ أُمَّتِي ظَاهِرِينَ عَلَى الْحَقِّ لَا يَضُرُّهُمْ مَنْ خَذَلَهُمْ حَتَّى يَأْتِيَ أَمْرُ اللَّهِ وَهُمْ كَذَلِكَ

“There will always be a group from my ummah prevailing upon the truth. Those who abandon them will not harm them, until the command of Allah comes, while they are still in that state.” (HR. Muslim no. 1037)

This group — thaifah zhahirah — are those who remain steadfast upon truth, even when the world turns against them. And kasyful khuthath is one of their weapons.

10. Conclusion: Vigilance Does Not Mean Fear

Dear readers,

We have traveled a considerable journey in understanding kasyful khuthath. Let us summarize calmly:

First, kasyful khuthath is a Shariah obligation — commanded by Allah, exemplified by the Messenger of Allah ﷺ, and an integral part of siyasah syar’iyyah.

Second, kasyful khuthath is not conspiracy theory — this is fact-based political analysis, with verifiable sources, and clear purpose.

Third, kasyful khuthath is closely related to tabbani mashalih ummah — we cannot defend the ummah if we do not know what threatens them.

Fourth, Hizbut Tahrir conducts kasyful khuthath with a systematic method: gather information, analyze motives, connect with the ummah’s reality, deliver clearly.

Fifth, kasyful khuthath is not to frighten — but to build awareness, vigilance, and the ummah’s readiness.

Allah Subhanahu wa Ta’ala says:

“And they planned, and Allah planned. And Allah is the best of planners.” (QS. Ali ‘Imran [3]: 54)

“And prepare against them whatever you are able of power.” (QS. Al-Anfal [8]: 60)

That power is not only military — but also power of information, power of analysis, power of understanding. And kasyful khuthath is part of that power.

The enemy’s plans may seem strong. Their plots may seem sophisticated. But Allah’s promise is certain — and history has proven that the enemy’s plots will certainly fail when the ummah is aware and united.

May Allah Subhanahu wa Ta’ala make us all people who are vigilant without fear, aware without paranoia, steadfast in the struggle, and granted tawfiq to witness the return of Islam’s glory on earth.

“Our Lord, give us in this world [that which is] good and in the Hereafter [that which is] good and protect us from the punishment of the Fire.” (QS. Al-Baqarah [2]: 201)
