Nusrah and Tamkin: Allah’s Help and Victory of Da’wah
وَإِنَّ جُندَنَا لَهُمُ الْغَالِبُونَ
“And indeed, Our soldiers will be those who prevail.” (QS. As-Saffat [37]: 173)
Dear readers, there is one question that may have crossed our hearts — especially when seeing how heavy the struggle to establish truth is in a world that seems to oppose it.
When will Allah help the Muslim ummah?
This question is natural. Even the companions of the Messenger of Allah ﷺ once spoke it with lips full of longing.
أَلَا نَصْرُ اللَّهِ قَرِيبٌ
“Unquestionably, the help of Allah is near.” (QS. Al-Baqarah [2]: 214)
Allah Himself answers — with words that are brief but calming: nasrullah qariib. Allah’s help is near. Not far. Not impossible. Near.
This article will guide you to understand two very important concepts in Hizbut Tahrir’s manhaj: An-Nusrah (النُّصْرَة) — Allah’s help that will certainly come — and At-Tamkin (التَّمْكِين) — the firmness of power that Allah has promised to those who believe.
All discussions here refer to Mafahim Hizbut Tahrir by Sheikh Taqiyuddin An-Nabhani and At-Takattul Al-Hizbi, two fundamental references that explain how Hizbut Tahrir understands Allah’s help within the framework of da’wah struggle.
Let us discuss calmly and with full hope.
1. Understanding An-Nusrah: Help That Is Not Merely Physical Victory
Dear reader, before going further, let us first understand what is meant by nusrah.
النُّصْرَةُ: هِيَ الْعَوْنُ مِنَ اللَّهِ تَعَالَىٰ لِعِبَادِهِ الْمُؤْمِنِينَ عَلَى أَعْدَائِهِمْ
“An-Nusrah is help from Allah Subhanahu wa Ta’ala to His believing servants over their enemies.”
The word nusrah (نُصْرَة) comes from the root nashara (نَصَرَ) meaning to help, to assist, to give victory. But in the context of the Qur’an, nusrah is not merely military or political victory. It is broader than that.
Allah Subhanahu wa Ta’ala says:
إِنْ يَنْصُرْكُمُ اللَّهُ فَلَا غَالِبَ لَكُمْ ۖ وَإِنْ يَخْذُلْكُمْ فَمَنْ ذَا الَّذِي يَنْصُرُكُمْ مِنْ بَعْدِهِ ۗ وَعَلَى اللَّهِ فَلْيَتَوَكَّلِ الْمُؤْمِنُونَ
“If Allah should help you, none can overcome you; but if He should forsake you, who is there that can help you after Him? And upon Allah let the believers rely.” (QS. Ali ‘Imran [3]: 160)
Note two things in this verse:
First, nusrah comes from Allah — not from humans. Not from the number of troops, not from weapons, not from wealth. From Allah. This means nusrah is not something that can be engineered by human strategy alone. It requires tawakkal, requires conviction that only Allah determines.
Second, there is also khidzlan (خذلان) — when Allah does not give help. And this is not because Allah is weak, but because there are conditions that His servants have not yet fulfilled.

So nusrah is multi-dimensional. Not always in the form of war. Not always in the form of political power. Sometimes it is firmness of heart, sometimes it is the opening of a previously closed path. And for Hizbut Tahrir, understanding nusrah comprehensively is important — so as not to be narrow in hope.
2. Understanding At-Tamkin: Firmness That Allah Has Promised
Dear reader, if nusrah is help, then tamkin is firmness after that help arrives.
التَّمْكِينُ: هُوَ اسْتِقْرَارُ الْأَمْرِ وَتَثْبِيتُ الْحُكْمِ وَتَمْكِينُ الدِّينِ فِي الْأَرْضِ
“At-Tamkin is the stability of affairs, the firmness of governance, and the establishment of religion on earth.”
Allah Subhanahu wa Ta’ala says:
وَعَدَ اللَّهُ الَّذِينَ آمَنُوا مِنْكُمْ وَعَمِلُوا الصَّالِحَاتِ لَيَسْتَخْلِفَنَّهُمْ فِي الْأَرْضِ كَمَا اسْتَخْلَفَ الَّذِينَ مِنْ قَبْلِهِمْ وَلَيُمَكِّنَنَّ لَهُمْ دِينَهُمُ الَّذِي ارْتَضَىٰ لَهُمْ وَلَيُبَدِّلَنَّهُمْ مِنْ بَعْدِ خَوْفِهِمْ أَمْنًا ۚ يَعْبُدُونَنِي لَا يُشْرِكُونَ بِي شَيْئًا ۚ وَمَنْ كَفَرَ بَعْدَ ذَٰلِكَ فَأُولَٰئِكَ هُمُ الْفَاسِقُونَ
“Allah has promised those who have believed among you and done righteous deeds that He will surely grant them succession [to authority] upon the earth just as He granted it to those before them and that He will surely establish for them [therein] their religion which He has preferred for them and that He will surely substitute for them, after their fear, security, [for] they worship Me, not associating anything with Me. But whoever disbelieves after that — then those are the defiantly disobedient.” (QS. An-Nur [24]: 55)
This verse is extraordinary. Let us note four promises of Allah in one verse:

These four promises are interconnected. One cannot take only one and ignore the others. Power without firmness of religion will be fragile. Security without purity of creed will be empty. And purity of creed without power cannot implement Shariah perfectly.
This is what Hizbut Tahrir understands from this verse: tamkin is not merely a momentary victory. It is comprehensive firmness — political, legal, social, and spiritual — that Allah has promised to those who believe and do righteous deeds.
3. Sunnatullah: Allah’s Help Is Certain, But There Are Conditions
Dear reader, this is a very important point. Allah does promise help. But that promise is not without conditions. Allah has sunnatullah — His laws that apply consistently — in giving help.
وَكَانَ حَقًّا عَلَيْنَا نَصْرُ الْمُؤْمِنِينَ
“And ever upon Us is help for the believers.” (QS. Ar-Rum [30]: 47)
The word haqqa (حَقًّا) in this verse shows certainty. Not possibility. Not maybe yes, maybe no. But certain. Allah Himself affirms that helping the believers is a “right” — in the sense of an obligation Allah has set upon Himself as an honor.
Conditions for Receiving Nusrah
But — and this is often forgotten — there are conditions that must be fulfilled. Allah does not simply help without looking at the state of His servants.

These six conditions must exist together. It is not enough to believe without acting. It is not enough to act without steadfastness. It is not enough to be steadfast without patience. And it is not enough to be patient without taqwa.
The Messenger of Allah ﷺ said:
احْفَظْ اللَّهَ يَحْفَظْكَ، احْفَظْ اللَّهَ تَجِدْهُ تُجَاهَكَ
“Be mindful of Allah, and He will protect you. Be mindful of Allah, and you will find Him before you.” (HR. Tirmidhi no. 2516)
This hadith affirms that Allah’s help is connected to the servant’s obedience. When the servant guards Allah’s limits, Allah will protect him. When the servant guards His commands, Allah will be present before him — helping, strengthening, opening paths.
4. Stories of Nusrah in the Qur’an: Lessons from the Prophets
Dear reader, Allah does not only promise help — He also tells the stories of that help so that we can learn lessons. And these stories are not merely history. They are recurring sunnatullah — the same pattern of help that applies from age to age.
4.1 Prophet Nuh ‘Alaihissalam — 950 Years of Da’wah
فَدَعَا رَبَّهُ أَنِّي مَغْلُوبٌ فَانْتَصِرْ
“So he invoked his Lord, ‘Indeed, I am overpowered, so help me.’” (QS. Al-Qamar [54]: 10)
Imagine: 950 years of da’wah. Almost a millennium. And the result? Only a handful of people believed.
وَمَا آمَنَ مَعَهُ إِلَّا قَلِيلٌ
“But none had believed with him, except a few.” (QS. Hud [11]: 40)
But when Allah’s help came — it came in an unexpected way. Not by changing the hearts of Nuh’s people. But by saving Nuh and his followers and drowning those who disbelieved.

The lesson for us: nusrah can come in ways we do not expect. And 950 years of patience was not wasted time — it became the cause for help to descend.
4.2 Prophet Ibrahim ‘Alaihissalam — Fire That Became Cold
قُلْنَا يَا نَارُ كُونِي بَرْدًا وَسَلَامًا عَلَىٰ إِبْرَاهِيمَ
“We said, ‘O fire, be coolness and safety upon Abraham.’” (QS. Al-Anbiya’ [21]: 69)
Ibrahim was burned for destroying his people’s idols. By human logic, he would certainly die. But Allah showed that the laws of nature too submit to His command when He intends to help His servant.
The word bardan (بَرْدًا) — “coolness” — alone would have been enough to extinguish the fire. But Allah added salaman (سَلَامًا) — “safety” — so that the fire would not only be cool, but also not harm Ibrahim at all. According to some narrations, Ibrahim sat in the middle of the fire calmly as if he were in a cool garden.
4.3 Prophet Musa ‘Alaihissalam — The Sea That Split
فَأَوْحَيْنَا إِلَىٰ مُوسَىٰ أَنِ اضْرِبْ بِعَصَاكَ الْبَحْرَ ۖ فَانْفَلَقَ فَكَانَ كُلُّ فِرْقٍ كَالطَّوْدِ الْعَظِيمِ
“Then We inspired to Moses, ‘Strike with your staff the sea,’ and it parted, and each portion was like a great towering mountain.” (QS. Ash-Shu’ara’ [26]: 63)
Bani Israel was trapped. In front was the sea. Behind was Pharaoh and thousands of soldiers. Mathematically, the chance of survival was zero.
قَالُوا إِنَّا لَمُدْرَكُونَ
“They said, ‘Indeed, we are to be overtaken!’” (QS. Ash-Shu’ara’ [26]: 61)
But Musa replied with words that became the anchor of every bearer of da’wah in the most difficult moments:
كَلَّا ۖ إِنَّ مَعِيَ رَبِّي سَيَهْدِينِ
“No! Indeed, with me is my Lord; He will guide me.” (QS. Ash-Shu’ara’ [26]: 62)
Inna ma’iya rabbi. “My Lord is with me.” This is not merely words. This is conviction born from a direct relationship with Allah. And this conviction is the key to help.
4.4 The Messenger of Allah ﷺ — From the Cave of Thawr to the Conquest of Makkah
إِلَّا تَنْصُرُوهُ فَقَدْ نَصَرَهُ اللَّهُ إِذْ أَخْرَجَهُ الَّذِينَ كَفَرُوا ثَانِيَ اثْنَيْنِ إِذْ هُمَا فِي الْغَارِ إِذْ يَقُولُ لِصَاحِبِهِ لَا تَحْزَنْ إِنَّ اللَّهَ مَعَنَا
“If you do not aid the Prophet — Allah has already aided him when those who disbelieved had driven him out [of Makkah] as one of two, when they were in the cave and he said to his companion, ‘Do not grieve; indeed Allah is with us.’” (QS. At-Tawbah [9]: 40)
The Messenger of Allah ﷺ in the Cave of Thawr — with Abu Bakr As-Siddiq. The Quraysh surrounded them. One more step and they would be discovered. Abu Bakr wept — not out of fear for himself, but out of concern for the Messenger of Allah ﷺ.
And the Messenger of Allah ﷺ said: la tahzan, innaAllaha ma’ana. “Do not grieve, indeed Allah is with us.”
The same words that Musa spoke at the edge of the sea. And the result was the same — help that came from an unexpected direction.

5. Thalabun Nushrah: The Messenger of Allah ﷺ’s Method of Attaining Help
Dear reader, we now come to the most concrete part. If nusrah is Allah’s help, then how do we attain it? Is it enough to sit and pray? Or is there effort that must be made?
Hizbut Tahrir understands from the Sirah that the Messenger of Allah ﷺ did not only wait for help to come. He strived to attain it through a method called Thalabun Nushrah (طَلَبُ النُّصْرَةِ) — seeking help and support from those with power.
طَلَبُ النُّصْرَةِ: هُوَ السَّعْيُ لِلْحُصُولِ عَلَى الدَّعْمِ وَالْحِمَايَةِ مِنْ أَهْلِ الْقُوَّةِ وَالْمَنَعَةِ
“Thalabun nushrah is the effort to gain support and protection from those of strength and capability.”
This is part of the third stage of manhaj taghyir — istilamul hukmi. When after education (tatsqif) and interaction with the ummah (tafa’ul), the Messenger of Allah ﷺ began seeking those with power willing to protect and help establish the da’wah.
5.1 Who Are Ahlul Quwwah (أَهْلُ الْقُوَّةِ)?
In the context of the Sirah, ahlul quwwah were Arab tribes that had military and political strength. They were the “people of power” who could give protection to the Messenger of Allah ﷺ and his da’wah.
In the modern context, Hizbut Tahrir understands that ahlul quwwah can include:

What needs to be understood: thalabun nushrah is not about “selling” da’wah to those with power. This is not political lobbying in the modern sense. This is delivering Islamic thought to those with power — so that they themselves realize that Islam is the correct solution, and they themselves decide to support.
5.2 The Story of the Messenger of Allah ﷺ’s Thalabun Nushrah
The Messenger of Allah ﷺ began conducting thalabun nushrah around the 10th year of prophethood — after more than 10 years of interaction with the people of Makkah. He visited Arab tribes during the Hajj season.

Notice this pattern: the Messenger of Allah ﷺ never despaired. He visited tribe after tribe, Hajj season after Hajj season, without stopping. And eventually — the Ansar from Madinah came.
5.3 Bay’at Aqabah: The Culmination of Thalabun Nushrah
Bay’at Aqabah I (621 CE):
Six people from Khazraj of Madinah came to Makkah for Hajj. They met the Messenger of Allah ﷺ and entered Islam. The following year, they returned with 12 people — and gave bay’ah to him.
Content of Bay’at Aqabah I:
- Not to associate anything with Allah
- Not to steal
- Not to commit adultery
- Not to kill children
- Not to bring falsehood
- Not to disobey in what is good
Bay’at Aqabah II (622 CE):
The following year, 73 people from Madinah came — men and two women. They did not just give bay’ah — but asked the Messenger of Allah ﷺ to become their leader.

Al-Barra’ bin Ma’rur said:
“By Allah who sent you with the truth, if you wish, we will finish off everyone in Mina tomorrow with our swords.”
But the Messenger of Allah ﷺ replied:
“We are commanded to be patient.”
This is an important lesson: thalabun nushrah is not about violence. Not about finishing off enemies. This is about gaining support to establish da’wah — in a way consistent with Shariah.
After Bay’at Aqabah II, the Messenger of Allah ﷺ commanded the Muslims to migrate to Madinah. And within a short time, he himself followed. In Madinah, the first Islamic state was established.
6. Tamkin: Building After Help Arrives
Dear reader, Allah’s help has arrived. The Ansar have accepted. Power is in hand. But — this is not finished. Rather, this is the beginning of a new stage.
الَّذِينَ إِنْ مَكَّنَّاهُمْ فِي الْأَرْضِ أَقَامُوا الصَّلَاةَ وَآتَوُا الزَّكَاةَ وَأَمَرُوا بِالْمَعْرُوفِ وَنَهَوْا عَنِ الْمُنْكَرِ ۗ وَلِلَّهِ عَاقِبَةُ الْأُمُورِ
“[And they are] those who, if We give them authority in the land, establish prayer and give zakah and enjoin what is right and forbid what is wrong. And to Allah belongs the outcome of [all] matters.” (QS. Al-Hajj [22]: 41)
This verse explains what must be done after tamkin arrives. Not resting. Not celebrating victory. But utilizing power to establish Shariah.
6.1 What Did the Messenger of Allah ﷺ Do After Migrating to Madinah?

Note that all these steps are systemic. The Messenger of Allah ﷺ did not only “preach” in Madinah — he built a state. Because without a state, many Islamic laws cannot be implemented.

These five characteristics must exist together. If even one is missing, then tamkin is not perfect.
7. Trials Before Help: Why Does Allah Test First?
Dear reader, some may ask: if Allah’s help is certain to come, why must there be trials first? Why not just help immediately?
The answer is in the Qur’an:
أَمْ حَسِبْتُمْ أَنْ تَدْخُلُوا الْجَنَّةَ وَلَمَّا يَأْتِكُمْ مَثَلُ الَّذِينَ خَلَوْا مِنْ قَبْلِكُمْ ۖ مَسَّتْهُمُ الْبَأْسَاءُ وَالضَّرَّاءُ وَزُلْزِلُوا حَتَّىٰ يَقُولَ الرَّسُولُ وَالَّذِينَ آمَنُوا مَعَهُ مَتَىٰ نَصْرُ اللَّهِ ۗ أَلَا إِنَّ نَصْرَ اللَّهِ قَرِيبٌ
“Or do you think that you will enter Paradise while such [trial] has not yet come to you as came to those who passed on before you? They were touched by poverty and hardship and were shaken until [even their] messenger and those who believed with him said, ‘When is the help of Allah?’ Unquestionably, the help of Allah is near.” (QS. Al-Baqarah [2]: 214)
Notice how beautiful the sequence of this verse is. Allah describes a logical order:
- Believers face trials (بَأْسَاءُ) — poverty, hunger
- Then suffering (ضَرَّاءُ) — illness, pressure
- Then shaking (زُلْزِلُوا) — major trials that shake
- Until the Messenger and believers ask: “When is Allah’s help?”
- Then Allah answers: “Unquestionably, the help of Allah is near.”
So trials are not a sign that Allah has abandoned. Rather, trials are part of the process toward help. Like gold that must be burned before becoming pure — believers must be tested before being helped.

Each of these trials shaped the character of the Muslims. And when the Conquest of Makkah came — they were ready. Ready in thought, ready in mentality, ready in spirit.
8. Signs That Help Is Coming
Dear reader, how do we know that Allah’s help is near? Are there signs that can be recognized?
Hizbut Tahrir understands from the Sirah that there are indicators showing help is just around the corner. Not that we can determine exactly when it will come — but we can recognize patterns that Allah has established.
8.1 Internal Indicators (Within the Da’wah Group)

8.3 Analogy: Like Spring
Imagine you live in a desert region. For years, there has been no rain. The ground is cracked. Plants are dead. You have almost despaired.
But one day, you see a small cloud on the horizon. Not large. But there. A few days later, the wind changes direction — from dry to humid. Then birds that have not been seen for a long time begin to arrive.
This is not rain. But these are signs that rain is coming. And experienced people can read them.
Such is Allah’s help. There are signs that can be recognized — by those who are patient and perceptive.
The Messenger of Allah ﷺ spoke about the certainty of the Khilafah’s return:
ثُمَّ تَكُونُ خِلَافَةٌ عَلَى مِنْهَاجِ النُّبُوَّةِ
“Then there will be a Khilafah upon the method of prophethood.” (HR. Ahmad no. 8089)
This hadith is not an empty promise. It is a sign — that Allah’s help will come in the form of the Khilafah’s return. And our task is to prepare to welcome it.
9. Our Role Approaching Help
Dear reader, this is the most practical question: what should we do now? While we wait for Allah’s help, while we recognize its signs — what can we work on?
9.1 Steadfastness in Da’wah
فَاسْتَقِمْ كَمَا أُمِرْتَ وَمَنْ تَابَ مَعَكَ وَلَا تَطْغَوْا ۚ إِنَّهُ بِمَا تَعْمَلُونَ بَصِيرٌ
“So remain on a right course as you have been commanded and [also] those who have repented with you and do not transgress. Indeed, He is Seeing of what you do.” (QS. Hud [11]: 112)
The word fastaqim (فَاسْتَقِمْ) — “remain on the straight path” — was the heaviest command for the Messenger of Allah ﷺ. He said:
شَيَّبَتْنِي هُودٌ وَأَخَوَاتُهَا
“Surat Hud and its sisters have made me gray.” (HR. Tirmidhi)
Why? Because steadfastness is heavier than merely starting. Starting is easy. What is difficult is continuing to walk when results are not yet visible, when those around us begin to tire, when the temptation to give up grows greater.
But this is what Allah commands. And this is what the Messenger of Allah ﷺ exemplified — 23 years of da’wah without pause, without break, without surrender.
9.2 Self-Preparation
وَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ
“And prepare against them whatever you are able of power.” (QS. Al-Anfal [8]: 60)
This verse is not only about military power. It encompasses all forms of strength needed to face the struggle:

9.3 Prayer and Tawakkal
رَبَّنَا لَا تُزِغْ قُلُوبَنَا بَعْدَ إِذْ هَدَيْتَنَا وَهَبْ لَنَا مِنْ لَدُنْكَ رَحْمَةً ۚ إِنَّكَ أَنْتَ الْوَهَّابُ
“Our Lord, let not our hearts deviate after You have guided us and grant us from Yourself mercy. Indeed, You are the Bestower.” (QS. Ali ‘Imran [3]: 8)
This prayer was taught by Allah Himself — as a request that our hearts remain upon guidance. And this is the most appropriate prayer for bearers of da’wah: not asking for ease, but asking for firmness.
10. Conclusion: Help Is Certain, But Requires Patience
Dear readers,
Let us summarize this journey briefly and calmly:
First, an-nusrah — Allah’s help — is a certain promise. Allah Himself affirms in the Qur’an: wa kana haqqa ‘alaina nasral mu’minin. “And it is incumbent upon Us to help the believers.” (QS. Ar-Rum [30]: 47). There is no doubt in this promise.
Second, at-tamkin — firmness of power — is a continuation of nusrah. Not merely a momentary victory, but comprehensive firmness: political, legal, social, and spiritual. Allah promises it in QS. An-Nur [24]: 55 to those who believe and do righteous deeds.
Third, nusrah comes with conditions. Correct faith, righteous deeds, steadfastness, patience, taqwa, and tawakkal. Without these conditions, help will not descend.
Fourth, thalabun nushrah is the method of the Messenger of Allah ﷺ for attaining help — by visiting those with power and requesting support. Not by coup, not by violence, not by elections. But through delivering thought and requesting protection.
Fifth, trials are part of the process. Before help arrives, Allah tests — to separate the true from the false, to cleanse sins, to strengthen faith. Do not despair when tested — because behind trials, help is already near.
Sixth, Allah’s help is near. Ala inna nasrAllahi qariib. “Unquestionably, the help of Allah is near.” (QS. Al-Baqarah [2]: 214). Near — not far. Near — not impossible. And we must prepare to welcome it.
فَإِنَّ مَعَ الْعُسْرِ يُسْرًا إِنَّ مَعَ الْعُسْرِ يُسْرًا
“For indeed, with hardship [will be] ease. Indeed, with hardship [will be] ease.” (QS. Al-Insyirah [94]: 5-6)
Allah repeats this promise twice in one short surah. As if Allah wants to say: listen carefully, this is important. With hardship there will certainly be ease. Not possibly. Certainly.
May Allah Subhanahu wa Ta’ala make us all people who are steadfast in the struggle, patient in facing trials, and granted tawfiq to witness His help — in the form of the return of Islam’s glory on earth.
رَبَّنَا آتِنَا فِي الدُّنْيَا حَسَنَةً وَفِي الْآخِرَةِ حَسَنَةً وَقِنَا عَذَابَ النَّارِ
“Our Lord, give us in this world [that which is] good and in the Hereafter [that which is] good and protect us from the punishment of the Fire.” (QS. Al-Baqarah [2]: 201)
