At-Takattul Al-Hizbi: Building the Ideological Struggle Group

وَلْتَكُنْ مِنْكُمْ أُمَّةٌ يَدْعُونَ إِلَى الْخَيْرِ وَيَأْمُرُونَ بِالْمَعْرُوفِ وَيَنْهَوْنَ عَنِ الْمُنْكَرِ ۚ وَأُولَٰئِكَ هُمُ الْمُفْلِحُونَ

“And let there be [arising] from you a nation inviting to [all that is] good, enjoining what is right and forbidding what is wrong. And it is they who are the successful.” (QS. Ali ‘Imran [3]: 104)

Dear readers, have we ever reflected: how did the Messenger of Allah ﷺ transform the Arab Jahiliyyah society — fractured by tribal divisions and warfare — into a united ummah that led world civilization?

Allah Subhanahu wa Ta’ala says:

وَاعْتَصِمُوا بِحَبْلِ اللَّهِ جَمِيعًا وَلَا تَفَرَّقُوا ۚ وَاذْكُرُوا نِعْمَتَ اللَّهِ عَلَيْكُمْ إِذْ كُنْتُمْ أَعْدَاءً فَأَلَّفَ بَيْنَ قُلُوبِكُمْ فَأَصْبَحْتُمْ بِنِعْمَتِهِ إِخْوَانًا

“And hold firmly to the rope of Allah all together and do not become divided. And remember the favor of Allah upon you — when you were enemies and He brought your hearts together and you became, by His favor, brothers.” (QS. Ali ‘Imran [3]: 103)

The answer can be summarized in one word: At-Takattul Al-Hizbi (التكتل الحزبي) — the formation of an organized group united upon a single creed and thought.

This article refers directly to the book At-Takattul Al-Hizbi by Sheikh Taqiyuddin An-Nabhani, one of the fundamental references of Hizbut Tahrir in understanding how a da’wah group should be built.

1. What Is Takattul?

Dear reader, let us first understand its meaning. The word takattul (تكتل) comes from a root meaning “to coalesce” or “to form a bloc.” It describes the process by which separate individuals unite into a single solid unit.

In the context of da’wah, takattul is not merely “gathering together.” It is a deliberate grouping — upon the basis of the same thought, the same vision, and the same method.

Allah Subhanahu wa Ta’ala says:

وَتَعَاوَنُوا عَلَى الْبِرِّ وَالتَّقْوَىٰ ۖ وَلَا تَعَاوَنُوا عَلَى الْإِثْمِ وَالْعُدْوَانِ

“And cooperate in righteousness and piety, but do not cooperate in sin and aggression.” (QS. Al-Ma’idah [5]: 2)

This verse teaches that cooperation must be based on principle. Not just anyone can be invited to cooperate on something fundamental — because cooperation itself requires unity of direction.

2. Why Must It Be a Group?

Dear reader, one might ask: why not work alone? Isn’t worship a personal matter? Why must it be in a group?

The answer lies in the nature of change itself. Transforming society — from a state not governed by Islamic law to a state governed by the law of Allah — is not a light task. It is a great undertaking. And great undertakings require many hands.

The Messenger of Allah ﷺ said:

يَدُ اللَّهِ مَعَ الْجَمَاعَةِ

“The hand of Allah is with al-jama’ah (the group).” (HR. Tirmidhi no. 2166, Ibn Majah no. 2525)

This hadith teaches that Allah’s help is with the group — not with the solitary individual. Not because the individual is without value, but because the group is the form that Allah is pleased with for great work.

Analogy: A Drop of Water and a River

Imagine a single drop of water falling onto sand. What happens? It is immediately absorbed — gone without a trace.

But now imagine millions of drops of water joining together to form a river. That river can carve valleys, move stones, and transform the landscape.

An individual striving alone can indeed make an impact. But an individual who joins a solid group — the impact is multiplied. This is what takattul teaches.


3. The Foundation of Takattul from the Sirah

Dear reader, the concept of takattul is not a fabricated theory. This is what the Messenger of Allah ﷺ did — step by step, from the beginning of da’wah until the establishment of the state in Madinah.

Notice the pattern:

First, the Messenger of Allah ﷺ did not go directly to society. He educated a small group of people first — in Darul Arqam, in secret. This was the first takattul in Islamic history.

Second, after this group was formed and their understanding was unified, only then did they go out to society — carrying the da’wah openly.

Third, after society became aware and certain tribes showed interest, the Messenger of Allah ﷺ attained power through the Bay’at Aqabah.

These three steps — education, interaction, power — are one inseparable sequence. And takattul is the foundation of the entire sequence.


4. Characteristics of Correct Takattul

Dear reader, we now come to the most practical part: what should correct takattul look like? What must be present within it?

The book At-Takattul Al-Hizbi explains three main characteristics.

First Characteristic: Based on Fikrah (Thought)

This is the most fundamental characteristic. Correct takattul is bound by thought, not emotion, not personality, not temporary interests.

5. Takattul and Unity of Understanding

Dear reader, this is the aspect often considered trivial — yet Hizbut Tahrir makes it one of the most important pillars.

Unity of understanding (وحدة الفكرة) means: all members of the takattul understand Islam in the same way. Not merely “all Muslim” — but understanding Islam with a uniform tashawwur (perspective).

Why is this important? Because differences in understanding are the source of differences in action. When two people understand Islam differently, they will walk differently — even though both want to establish Islam.

Sheikh Taqiyuddin An-Nabhani in At-Takattul Al-Hizbi emphasizes that the bond of thought is stronger than the bond of blood. Tribe and family can separate people — but shared thought unites those who have no relation whatsoever. The Messenger of Allah ﷺ said about the importance of unity:

إِنَّمَا الْمُؤْمِنُونَ إِخْوَةٌ

“The believers are but brothers.” (QS. Al-Hujurat [49]: 10)

And this brotherhood is not merely a feeling — but a bond of thought and creed that makes a Muslim from Indonesia feel closer to a Muslim from Morocco than to his non-believing neighbor.

The Messenger of Allah ﷺ also said:

الْمُسْلِمُونَ عَلَى دَمٍ وَاحِدٍ، يَسْعَى بِذِمَّتِهِمْ أَدْنَاهُمْ

“The Muslims are (like) one blood (one body), and the lowest among them can give guarantee on their behalf.” (HR. Abu Dawud no. 2753)


6. Halaqah: The Primary Cell of Takattul Formation

Dear reader, in realizing a solid takattul, the smallest and most vital unit is the Halaqah. The Halaqah is not merely a regular meeting, but a living cell where ideology is instilled and the Islamic personality is formed.

Here is where the process of tatsqif occurs intensively. A musyrif (guide) interacts directly with the dariz (students) to unify understanding and build collective awareness.

7. The Process of Building Takattul

Dear reader, takattul does not happen overnight. It requires a process — and this process follows the pattern taught by the Messenger of Allah ﷺ.

Stage 1: Nuqthatul Ibtida’ (Starting Point)

Everything begins with one aware individual — who feels that this ummah needs change, and that change requires struggle. This individual then seeks like-minded brothers — people who feel the same.

Allah Subhanahu wa Ta’ala says:

أَحَسِبَ النَّاسُ أَنْ يُتْرَكُوا أَنْ يَقُولُوا آمَنَّا وَهُمْ لَا يُفْتَنُونَ

“Do the people think that they will be left to say, ‘We believe’ and they will not be tried?” (QS. Al-‘Ankabut [29]: 2)

Trials are certain. And a firm takattul is the place where one learns to face them — not alone, but together with brothers in faith.


9. A Success Story: Darul Arqam

Dear reader, let us close with one story that Hizbut Tahrir always takes as inspiration — Darul Arqam.

Initial Conditions

In the fifth year of prophethood, the Messenger of Allah ﷺ chose the house of Al-Arqam bin Abi Al-Arqam as a place of education. At that time, the number of Muslims was still very small — about 40 people.

They entered in secret (sirri). They left in secret. No one knew what happened inside.

Lessons for Us

The story of Darul Arqam teaches several things:

First, quality is more important than quantity. 40 solid people — whose understanding is unified, whose creed is firm, whose commitment is unshakeable — are far more valuable than thousands of people with no clear direction or purpose.

Second, education is the foundation. Without Darul Arqam, there would be no companions ready to carry the da’wah. And without ready companions, there would be no aware society. And without an aware society, there would be no power given.

Third, patience is the key. The Messenger of Allah ﷺ was not hasty. He spent 3 years educating 40 people. Not fast, but the result is eternal.


10. Closing: Joining the Takattul

We have traveled a considerable journey in understanding at-takattul al-hizbi. Let us summarize briefly:

First, takattul is a group built upon a single thought — not upon emotion, not upon personality, but upon fikrah.

Allah Subhanahu wa Ta’ala says:

إِنَّ اللَّهَ مَعَ الَّذِينَ اتَّقَوْا وَالَّذِينَ هُمْ مُحْسِنُونَ

“Indeed, Allah is with those who fear Him and those who are doers of good.” (QS. An-Nahl [16]: 128)

May Allah Subhanahu wa Ta’ala make us all part of a group that walks in His path, united in understanding, and granted tawfiq to remain steadfast in the struggle.
