Higher Education and Scientific Independence: The Heart of Khilafah Sovereignty

وَسَخَّرَ لَكُمْ مَا فِي السَّمَاوَاتِ وَمَا فِي الْأَرْضِ جَمِيعًا مِنْهُ ۚ إِنَّ فِي ذَٰلِكَ لَآيَاتٍ لِقَوْمٍ يَتَفَكَّرُونَ

“And He has subjected to you whatever is in the heavens and whatever is on the earth, all from Him. Indeed, in that are signs for a people who give thought.” (QS. Al-Jatsiyah: 13)

If we dissect the anatomy of world civilization today, we will find a heartbreaking fact: The Muslim ummah, numbering nearly 2 billion souls, is currently merely a passive consumer of technology produced by Western and Far Eastern civilizations (Capitalist and Socialist). From commercial aircraft, computer hardware, military software, to medicines and vaccines, the majority are imported goods.

This technological dependency is not merely an economic problem, but rather a problem of sovereignty. A nation whose military technology and food security are controlled by foreign powers is, in essence, a nation being colonized, even if they fly a flag of independence.

Islam never designed its people to be the “tail” of civilization. Islam designed its people to be leaders. And the spearhead for reclaiming that leadership lies in the laboratories and libraries of Higher Education Institutions (Universities).

This article will thoroughly examine the vision, objectives, and strategy of higher education in the Khilafah state to achieve absolute scientific independence, purely extracted from the tsaqafah of Hizbut Tahrir based on the books Nizhamul Hukm fil Islam (The System of Government in Islam) and Mafahim Hizbut Tahrir.


1. Paradigm Shift: The Campus is Not a Factory for Workers

In the secular capitalist system, the orientation of higher education has undergone severe degradation. The campus is no longer seen as a center of excellence (center of excellence), but merely a “factory” for producing educated workers (white-collar laborers) ready to be absorbed by giant corporations. Students study relentlessly chasing high GPAs not to solve the ummah’s problems, but so that their CVs are noticed by the HR departments of multinational companies.

The Khilafah system firmly rejects this commercialization and pragmatism of education. In the Islamic perspective, the University (Al-Jami’ah) holds a very exalted position.

الْجَامِعَةُ فِي الْإِسْلَامِ هِيَ مَرْكَزُ الْبَحْثِ الْعِلْمِيِّ وَقِيَادَةِ الْأُمَّةِ نَحْوَ الرِّيَادَةِ الْعَالَمِيَّةِ

“The university in Islam is a center of scientific research and leadership of the ummah towards a pioneering position at the global level.”

Higher education in the Khilafah is established not to serve the interests of private industry, but to serve the strategic interests of the state and the ummah. Students are educated not to become cogs in the capitalist machine, but to become Mujtahids (Sharia Experts) and Scientists (Technology Experts) who are independent.


2. Objectives of Higher Education in the Khilafah

Hizbut Tahrir formulates that higher education in the Khilafah has two main objectives that run in parallel:

A. Fulfilling the Fardhu Kifayah of the Ummah

In Islam, mastering the sciences that are prerequisites for the establishment of the well-being of human life is Fardhu Kifayah (a collective obligation).

وَمَا كَانَ الْمُؤْمِنُونَ لِيَنْفِرُوا كَافَّةً ۚ فَلَوْلَا نَفَرَ مِنْ كُلِّ فِرْقَةٍ مِنْهُمْ طَائِفَةٌ لِيَتَفَقَّهُوا فِي الدِّينِ

“And it is not for the believers to go forth all together. If only a group from every faction among them went forth to gain understanding in the religion…” (QS. At-Taubah: 122)

If within the Khilafah state there are no neurosurgeons, no aerospace engineers, or no nuclear experts, then the entire Muslim ummah bears a sin for leaving the ummah in a state of weakness and dependence on disbelievers. The campus exists to discharge this communal sin by producing experts in every required discipline.

B. Strategic Research for Independence (Al-Istiqlal Al-Ilmi)

The second objective, no less important, is to conduct strategic research (Scientific Research). The campus in the Khilafah does not only teach existing science, but must discover new science and technology.

Why is the Khilafah so obsessed with scientific independence? Because in the Islamic political view, dependence on strategic technology from colonizing disbelieving nations (Kafir Harbi Fi’lan) is a gap that can destroy the state from within.

Allah Subhanahu wa Ta’ala explicitly forbids Muslims from providing a way for disbelievers to dominate the believers:

وَلَنْ يَجْعَلَ اللَّهُ لِلْكَافِرِينَ عَلَى الْمُؤْمِنِينَ سَبِيلًا

“And never will Allah give the disbelievers a way over the believers.” (QS. An-Nisa’: 141)

Technological dependence is the most dangerous “way” (sabil) in the modern era.

  • If our fighter jets are bought from America, then their radar and spare parts will be locked (embargoed) when we want to use them to liberate Palestine.
  • If our country’s data servers use foreign company infrastructure, then all state secrets can be easily intercepted.

Therefore, the Khilafah will fund universities jor-joran (massively) from Baitul Mal to perform reverse engineering and independent innovation. The Khilafah must have heavy industry (shina’ah tsaqilah) and military industry that are 100% produced by Muslim engineers who are domestic graduates.


4. Curriculum Differentiation: Preserving Tsaqafah, Adopting Madaniyah

What is the Khilafah’s strategy for catching up technologically with the West without becoming Westernized (secular)?

This is where the intelligence of the concept explained in Mafahim Hizbut Tahrir lies. The Khilafah makes a clear distinction between two things: Hadharah/Tsaqafah (Civilization/Thought) and Madaniyah/Science (Physical Form/Technology).

  1. Tsaqafah (Ideological): Sciences related to worldview (Law, Economics, Politics, History, Psychology). In the Khilafah university, these sciences must purely originate from the Qur’an and Sunnah. It is strictly forbidden to take Western tsaqafah (such as democracy, capitalism, or liberal human rights) to be implemented.
  2. Science/Madaniyah (Universal): Sciences related to the material universe (Physics, Chemistry, Medicine, Computer Science, Mechanical Engineering). Science is universal and neutral.

أَنْتُمْ أَعْلَمُ بِأَمْرِ دُنْيَاكُمْ

“You are more knowledgeable about your worldly affairs.” (HR. Muslim)

Based on this hadith, the Khilafah University MAY and MUST take, adopt, and study science from any country (America, China, Japan, Russia) without awkwardness. Water boils at 100 degrees Celsius whether in Mecca or Washington. Python programming code works with the same logic wherever it is written.

The Khilafah will send thousands of its genius students to developed countries solely to absorb their scientific knowledge, then return to build that technology within the territory of the Khilafah.


5. Faculties and Majors at the Khilafah University

The university within the Khilafah does not recognize the dichotomy of “Religious Sciences” vs “General Sciences” in the sense of secular separation. All sciences are studied within the framework of obedience to Allah.

Broadly speaking, the university is divided into two main tracks, both equally prestigious:

A. Tsaqafah Islamiyyah Track (Sharia Sciences)

This faculty is tasked with producing scholars, mujtahids, qadhis (judges), and statesmen.

  • Faculty of Sharia & Usul al-Fiqh: Training students to derive laws (istinbath) directly from evidence.
  • Faculty of Arabic Language: Specializing in literature, balaghah, and being guardians of the purity of the Qur’an’s language.
  • Faculty of Siyasah (Islamic Politics): Producing diplomats and politicians who understand the international political map to propagate Islam throughout the world.

B. Applied Science and Technology Track

This faculty is tasked with producing scientists and technocrats who will build the physical infrastructure of the Khilafah.

  • Faculty of Medicine & Pharmacy: Focused on research into deadly diseases and the creation of advanced medical devices.
  • Faculty of Engineering & Aerospace: Focused on the creation of jet engines, satellites, aircraft carriers, and civil infrastructure.
  • Faculty of Computer Science & Cyber: Focused on artificial intelligence (AI), cryptography, and cyber defense.

وَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ وَمِنْ رِبَاطِ الْخَيْلِ تُرْهِبُونَ بِهِ عَدُوَّ اللَّهِ وَعَدُوَّكُمْ

“And prepare against them whatever you are able of power and of steeds of war by which you may terrify the enemy of Allah and your enemy.” (QS. Al-Anfal: 60)

In the modern context, “steeds of war” are tanks, supersonic fighter jets, and ballistic missile technology, all of which are born from the womb of the Engineering Faculty at the Khilafah University.


6. Research Facilities: Free of Cost, Fully Funded by Baitul Mal

One of the biggest obstacles to research in developing countries today is the lack of funds. Many intelligent professors end up being “bought” by Western countries (the Brain Drain phenomenon) because in their own country they are not provided with adequate laboratory facilities.

The Khilafah system solves this problem at its root. Just like basic education, higher education and scientific research are fully funded by the state.

  1. Advanced Laboratories: The state must build laboratories with the most cutting-edge technology at every university, and students have the right to use them for free.
  2. Unlimited Research Funds: If a student or lecturer has a brilliant research proposal (e.g., design of a mini nuclear battery), Baitul Mal will disburse whatever funds are needed without thinking about “when will it break even.” Because the goal of research in Islam is independence, not commercialization (profit).
  3. Researcher Welfare: Scientists and researchers will be paid very highly by the state, so they do not have to worry about living costs and can focus 100% in the laboratory.

7. Analogy: The University as the Heart and Muscle of Civilization

To understand this strategic role, let us use the analogy of the human body.

  • Islamic Aqidah is its Soul.
  • The Caliph (Government) is the Brain directing it.
  • Higher Education (University) is the Heart and Muscles.

The heart is tasked with pumping blood (knowledge and innovation) throughout the body so that civilization remains alive and fresh. Meanwhile, the Muscles provide physical strength (military and industrial technology) so that the body can defend itself from attacks by wild beasts (colonizing disbelieving nations).

If the heart is weak and the muscles are atrophied (scientific research is dead), then the body of that civilization will be sickly, easily slapped, and eventually colonized by other nations—like the condition of the Muslim ummah today.


8. Repeating the Golden History: When the World Looked to Islamic Campuses

This vision of scientific independence is not a fantasy. The Muslim ummah practiced it for centuries and was proven to be the leader of world science.

When Europe was still in the Dark Ages where people who bathed were considered sinners and scientists were burned alive by the church, the Abbasid Caliphate established Baitul Hikmah in Baghdad.

  • It was at this campus that Al-Khawarizmi discovered Algebra (Algorithm), which became the precursor to all computer programming languages today.
  • At the teaching hospitals of the Khilafah, Ibn Sina (Avicenna) wrote the medical encyclopedia Al-Qanun fi at-Tibb, which became a mandatory textbook in European medical schools for 600 years!
  • Abbas ibn Firnas conducted the first flight test long before the Wright Brothers.
  • Ibn al-Haytham laid the foundations of optics, which became the precursor to the invention of the camera.

They were all graduates of “Islamic Higher Education” funded by Baitul Mal. They studied the Qur’an in the morning and researched the stars at the observatory at night. There was no separation between science and faith.

Higher education in the Khilafah conception is not a temporary stopover before looking for work. It is the powerhouse that determines the life and death of a civilization.

  • Center for Independence Research: Freeing the ummah from the shackles of foreign technology.
  • Fulfilling Fardhu Kifayah: Providing experts in all fields of life.
  • Integration without Dichotomy: Uniting the purity of Islamic Tsaqafah with the sophistication of universal Science.
  • Fully Supported by the State: Research and higher education are funded without limits from Baitul Mal.

يُؤْتِي الْحِكْمَةَ مَنْ يَشَاءُ ۚ وَمَنْ يُؤْتَ الْحِكْمَةَ فَقَدْ أُوتِيَ خَيْرًا كَثِيرًا ۗ وَمَا يَذَّكَّرُ إِلَّا أُولُو الْأَلْبَابِ

“He grants wisdom to whom He pleases, and whoever is granted wisdom has indeed been granted abundant good. But none will remember except those of understanding.” (QS. Al-Baqarah: 269)

The Khilafah will restore the dignity of Higher Education as the birthplace of “Ulul Albab”—scientists whose minds reach the galaxies, yet whose foreheads always prostrate to the Divine. With this system, Muslims will once again seize the helm of world civilization.
