Understanding the absolute position of the Arabic language as the official state language, the medium of education, and the key to ijtihad in the Khilafah system.

The Urgency of the Arabic Language: The Soul of Islam and the Key to Civilization

إِنَّا أَنْزَلْنَاهُ قُرْآنًا عَرَبِيًّا لَعَلَّكُمْ تَعْقِلُونَ

“Indeed, We have sent it down as an Arabic Qur’an, so that you may understand.” (QS. Yusuf: 2)

In the modern era, many Muslims view the Arabic language merely as a ritual language. A language used during prayer, when reciting supplications, or during marriage ceremonies. Beyond that, Arabic is regarded as a foreign language (belonging to the Middle East) irrelevant to scientific and technological progress. The secular education system often places Arabic far below English or Mandarin in its priority scale.

However, is this really the case? In the perspective of Islamic tsaqafah adopted by Hizbut Tahrir—particularly in the book Nizhamul Hukm fil Islam (The System of Government in Islam) and Mafahim Hizbut Tahrir—the Arabic language holds a far more exalted position. It is not merely a means of communication, but rather the very soul of Islam itself, the official language of the Khilafah state, and the absolute key to understanding Allah’s sharia.

This article will thoroughly examine why the Khilafah education system mandates the teaching of Arabic at all educational levels, and why the Muslim ummah will never rise without mastery of this noble language.

1. Why Did Allah Choose Arabic?

From among the thousands of languages on earth, Allah Subhanahu wa Ta’ala chose Arabic as the final vessel to contain His eternal revelation until the Day of Judgment. This choice was not a coincidence, but rather due to the unique characteristics of Arabic that no other language in the world possesses.

بِلِسَانٍ عَرَبِيٍّ مُبِينٍ

“In a clear Arabic language.” (QS. Ash-Shu’ara’: 195)

Hizbut Tahrir explains that Arabic has extraordinary advantages:

  1. Vast Semantic Capacity: Arabic has an extremely rich vocabulary. A single root word can be developed into dozens of highly precise derivative meanings.
  2. Fashahah (Eloquence): Its sentence structure is very clear, logical, and capable of expressing highly complex ideas (whether legal, philosophical, or literary) with concise and dense sentences.
  3. Historical Durability: Classical Arabic (Fusha) used 1400 years ago at the time of the Prophet ﷺ can still be perfectly understood by readers today. Compare this with Old English from the 7th century, which modern English speakers cannot read without a special dictionary.

It is precisely because of this richness that Arabic is the only vessel “capable” of containing the miracle of the Qur’an and the depth of meaning of Islamic sharia.

2. Arabic and Islam: Two Sides of the Same Coin

In the book Mafahim Hizbut Tahrir, an important principle regarding the relationship between Arabic and Islam is explained:

اللُّغَةُ الْعَرَبِيَّةُ جُزْءٌ لَا يَتَجَزَّأُ مِنَ الْإِسْلَامِ

“The Arabic language is an inseparable part of Islam.”

The weakness of the Muslim ummah’s understanding of their religion today stems from their weakness in the Arabic language. When Muslims began to underestimate Arabic, they were forced to rely on translations. Yet, no matter how good a translation is, it remains the translator’s interpretation, not the original text of Allah’s words.

كِتَابٌ فُصِّلَتْ آيَاتُهُ قُرْآنًا عَرَبِيًّا لِقَوْمٍ يَعْلَمُونَ

“A Book whose verses are detailed, a Qur’an in Arabic for a people who know.” (QS. Fushshilat: 3)

Umar bin Khattab radhiyallahu ‘anhu once commanded his governor, Abu Musa Al-Ash’ari:

تَفَقَّهُوا فِي السُّنَّةِ، وَتَفَقَّهُوا فِي الْعَرَبِيَّةِ

“Deepen your understanding of the Sunnah, and deepen your understanding of the Arabic language.”

For the generation of the Companions, learning Arabic (its grammar) was as obligatory as learning fiqh, because both are the path to understanding Allah’s will.

3. Absolute Requirement for Ijtihad

One of the greatest calamities that befell the Muslim ummah in the past was the “closing of the door of ijtihad.” The ummah stopped deriving new laws from the Qur’an and Sunnah, and instead chose blind taqlid (imitation). This disease emerged due to the decline in Arabic language mastery among scholars.

In the Khilafah system, the state needs thousands of Mujtahids (those capable of independently deriving sharia laws) to solve modern problems such as IVF, cryptocurrency, cloning, and the laws of artificial intelligence (AI).

What is the number one requirement to become a Mujtahid? Advanced mastery of the Arabic language.

Instrumental Science Required for MujtahidFunction in Ijtihad
Nahw (Syntax)Knowing the position of words in a sentence. An incorrect vowel at the end of a word can change the meaning from halal to haram.
Sarf (Morphology)Understanding changes in word forms and shifts in their meaning.
Balaghah (Rhetoric)Understanding figurative language (majaz), allusions (kinayah), and the implied meanings behind Qur’anic verses.
Usul al-FiqhUnderstanding the methodology of deriving legal conclusions from Arabic texts.

It is impossible for someone to engage in ijtihad or become a Qadhi (judge) in the Khilafah court if they only read the Qur’an through Indonesian or English translations!

4. The Official Language of the Khilafah State

If today the UN designates several official world languages, the Khilafah state, which will encompass various nations (Arab, Indonesian, Turkish, African, European), will have only One Official State Language, namely Arabic.

In the Draft Constitution (Dustur) of the Khilafah State, Article 8 states:

اللُّغَةُ الْعَرَبِيَّةُ هِيَ لُغَةُ الْإِسْلَامِ، وَهِيَ لُغَةُ الدَّوْلَةِ وَحْدَهَا

“Arabic is the language of Islam, and it is the sole official language of the (Khilafah) State.”

What are the implications of this article?

  1. State Administration: All official documents, laws, court rulings, and state communications must use Arabic.
  2. Unifier of the Nation: A Muslim from Java can communicate fluently with a Muslim from the Caucasus or Africa because they are united by one state language. This will destroy the barriers of nationalism that have long divided the ummah.
  3. International Language: With the political and economic power of the Khilafah, Arabic will once again become the language of diplomacy and world science, forcing non-believing nations to learn it.

5. Arabic in the Khilafah Education Curriculum

Given this great urgency, how does the Khilafah education system teach Arabic? Is it merely a local subject for 2 hours per week? Certainly not.

The Khilafah establishes a highly revolutionary curriculum policy:

A. As the Medium of Instruction

Arabic is not just a subject, but rather the medium of instruction in state schools and universities. All Islamic Tsaqafah subjects (Aqidah, Fiqh, Sirah) must be taught in Arabic. Gradually, even science subjects (Mathematics, Physics, Medicine) will also be translated into Arabic.

B. Tiered Curriculum

LevelArabic Mastery Target
Ibtidaiyah (Primary)Children are taught reading, writing, and basic daily conversation (muhadatsah). They are conditioned to love the Arabic language.
Mutawasithah (Lower Secondary)Systematic instruction in basic grammar (Nahw & Sarf) begins, enabling them to read basic unvowelled texts (kitab gundul).
Sanawiyah (Upper Secondary)Deepening of Balaghah and Arabic literature. Students are required to be able to read classical literature (turats) and understand usul al-fiqh arguments.
University (Jami’ah)Students are able to write academic papers (theses/dissertations), debate, and engage in ijtihad in very fluent classical Arabic.

طَلَبُ الْعِلْمِ فَرِيضَةٌ عَلَى كُلِّ مُسْلِمٍ

“Seeking knowledge is an obligation upon every Muslim.” (HR. Ibnu Majah)

Because understanding Islam is obligatory, and Islam cannot be understood without the Arabic language, then learning Arabic becomes obligatory for every citizen of the Khilafah, according to the principle Ma la yatimmu al-wajib illa bihi fahuwa wajib (Something that is a prerequisite for the completion of an obligation is itself obligatory).

6. Analogy: Arabic as the Key to a Treasure Vault

To facilitate understanding, let us analogize the teachings of Islam to a Giant Vault Containing the Treasure of Civilization.

Inside that vault are solutions to all of humanity’s life problems: an economic system without crises, a just judiciary, peace of mind, and the key to paradise. However, the vault is tightly locked.

  • Arabic is the KEY to that vault.
  • Muslims today know they have a treasure vault, but because they have thrown away the key (refusing to learn Arabic), they can only embrace the vault from the outside while crying in hunger.
  • A translation of the Qur’an is like someone peeking into the vault through a keyhole. They can see a slight glimmer of gold, but they cannot take it freely.
  • Only by mastering Arabic can Muslims open the vault door wide, take all its wealth, and distribute it to save the world.

7. Non-Muslim Citizens and Arabic

What about citizens of the Khilafah state who are non-Muslim (Ahl al-Dhimmah)? Are they forced to learn Arabic?

The answer: Yes, in its capacity as the state language.

Just as minority citizens in America must be able to speak English to attend school and work, non-Muslim citizens in the Khilafah must learn Arabic so they can interact, trade, and participate in the science education provided by the state.

However, they are not forced to study the Qur’an and tafsir. They learn Arabic purely as a tool for communication and science. History records many Christian and Jewish scientists in the Abbasid era who were very fluent in Arabic and wrote medical/philosophical works in Arabic.

8. The Golden Era: When Arabic Became the Language of World Science

There was a time when Arabic was not just a religious language, but rather the language of world science and technology.

From the 9th to the 13th century CE, if a student from England, France, or Germany wanted to study advanced medicine, mathematics, or astronomy, they had to learn Arabic first! Why? Because all the most advanced literature in the world at that time was written in Arabic.

  • Many modern scientific terms are borrowed from Arabic: Algebra (Al-Jabr), Algorithm (Al-Khawarizmi), Chemistry/Alchemy (Al-Kimiya), Zero (Shifr), and even the names of stars in the galaxy (Altair, Deneb, Aldebaran).
  • European kings sent their princes to study at universities in Andalusia (Islamic Spain), and those princes proudly wore Arab-style clothing and spoke Arabic upon returning to Europe.

The future Khilafah will repeat this history. By funding massive research (as discussed in previous articles), the Khilafah will produce cutting-edge technology whose manuals are in Arabic, thus forcing the Western world to once again learn the language of the Qur’an.

9. Comparison: Attitudes Towards Language

Let us compare how the secular system and the Islamic system treat language:

Assessment AspectSecular Education SystemKhilafah Education System
Primary LanguageNational Language (Nationalism) or English (Globalization).Arabic (The Language of the Qur’an and Unifier of the Ummah).
Status of ArabicConsidered an optional foreign language, often associated with radicalism or merely for Islamic boarding schools.Absolutely obligatory, the official medium of instruction in all state schools and universities.
Purpose of Language LearningTo find work in multinational corporations or for lifestyle. To understand Allah’s words, derive laws, and unite Islamic civilization.
Long-Term ImpactMuslims are divided by their respective national languages.Muslims from Morocco to Merauke are united in one language, one thought, and one state.

10. Conclusion: Restoring the Lost Soul

Learning Arabic is not merely a linguistic hobby. It is a matter of life and death for the ummah’s understanding of its religion.

  • Vessel of Revelation: Allah’s chosen language, the most perfect for containing sharia.
  • Requirement for Ijtihad: Without Arabic, the ummah will be intellectually paralyzed and trapped in blind taqlid.
  • State Language: A tool to unite billions of Muslims under one banner of Khilafah.
  • Key to Science: Will once again become the medium of world knowledge.

وَلَقَدْ يَسَّرْنَا الْقُرْآنَ لِلذِّكْرِ فَهَلْ مِنْ مُدَّكِرٍ

“And We have certainly made the Qur’an easy to remember, so is there any who will remember?” (QS. Al-Qamar: 17)

Allah has guaranteed that Arabic and the Qur’an are easy to learn for anyone who is sincere. Now is the time for Muslims to shed their feelings of inferiority towards foreign languages, and once again embrace Arabic as their identity, pride, and the key to the revival of their civilization.
