The Talaqqiyan Fikriyan Education Method: Transforming Knowledge into Light of Action
يَا أَيُّهَا الَّذِينَ آمَنُوا لِمَ تَقُولُونَ مَا لَا تَفْعَلُونَ كَبُرَ مَقْتًا عِنْدَ اللَّهِ أَنْ تَقُولُوا مَا لَا تَفْعَلُونَ
“O you who have believed, why do you say what you do not do? Greatly hateful in the sight of Allah is that you say what you do not do.” (QS. As-Saff: 2-3)
Have you ever witnessed a very ironic phenomenon in today’s world of education? We see law graduates who are very fluent in memorizing anti-corruption articles, yet it is precisely they who are caught red-handed committing bribery. We see economics experts who write dissertations on social justice, yet they are the masterminds behind policies that strangle the poor. Even in a religious context, there are people who memorize thousands of hadiths about honesty, yet their behavior is far from the quality of truthfulness.
Why does this happen? The answer lies in the failure of educational method.
The current secular education system only focuses on information transfer (purely cognitive). Knowledge is seen merely as a stack of data to be memorized for answering exam questions, then forgotten once the diploma is in hand.
Islam holds a diametrically opposite view. In Islam, knowledge is not merely an adornment for the mind, but rather a command to act. To bridge the gap between knowledge and action, Hizbut Tahrir in the book Mafahim Hizbut Tahrir extracts a distinctive educational method inherited directly from the Prophet ﷺ, known by the term Talaqqiyan Fikriyan.
1. What is Talaqqiyan Fikriyan?
Linguistically, this term consists of two words:
- Talaqqi (تَلَقِّي): Meaning to receive, take, or absorb.
- Fikriyan (فِكْرِيًّا): Meaning intellectually, or based on a deep thought process.
However, terminologically within the tsaqafah of Hizbut Tahrir, the definition is far deeper:
التَّلَقِّي الْفِكْرِيُّ هُوَ أَخْذُ الْأَفْكَارِ لِأَجْلِ الْعَمَلِ بِهَا فِي وَاقِعِ الْحَيَاةِ
“At-Talaqqi Al-Fikriyy is the process of taking (receiving) thoughts with the aim of acting upon them in the reality of life.”
In this method, a student does not passively listen to the teacher’s lecture, but is invited to connect the text (knowledge) with the context (reality). Knowledge is learned not for intellectual pleasure (academic pleasure), but as a solution to life’s problems.
2. Sharia Foundation: Knowledge as the Seed of Action
Islam strongly condemns barren knowledge (knowledge that does not yield action). The Qur’an and Sunnah explicitly link the possession of knowledge with the obligation to act.
Allah Subhanahu wa Ta’ala gives a very harsh parable for those who carry knowledge but do not act upon it:
مَثَلُ الَّذِينَ حُمِّلُوا التَّوْرَاةَ ثُمَّ لَمْ يَحْمِلُوهَا كَمَثَلِ الْحِمَارِ يَحْمِلُ أَسْفَارًا
“The example of those who were entrusted with the Torah and then did not take it up (act upon it) is like that of a donkey who carries volumes (of books).” (QS. Al-Jumu’ah: 5)
A donkey carrying a pile of philosophy books on its back does not become intelligent. It remains a donkey. Likewise, a human whose mind is full of memorized Qur’an and science, but whose behavior does not change, gains no benefit from their knowledge.
The Prophet ﷺ also constantly prayed to be protected from useless knowledge:
اللَّهُمَّ إِنِّي أَعُوذُ بِكَ مِنْ عِلْمٍ لَا يَنْفَعُ، وَمِنْ قَلْبٍ لَا يَخْشَعُ، وَمِنْ نَفْسٍ لَا تَشْبَعُ، وَمِنْ دَعْوَةٍ لَا يُسْتَجَابُ لَهَا
“O Allah, I seek refuge in You from knowledge that does not benefit, from a heart that does not humble itself, from a soul that is never satisfied, and from a supplication that is not answered.” (HR. Muslim)
Beneficial knowledge is knowledge that drives its possessor to submit to Allah, improve themselves, and transform society.
3. The Four Pillars of the Talaqqiyan Fikriyan Method
How is this method applied in the classroom or in da’wah study circles? Hizbut Tahrir formulates four main pillars for a learning process to be called Talaqqiyan Fikriyan:

If one of these four pillars is missing, the educational process will revert to mere dry information transfer.
4. Contrasting Examples: Learning Without vs With Talaqqiyan
To understand the power of this method, let us compare conventional teaching methods with the Talaqqiyan Fikriyan method in several subjects.
A. Fiqh Lesson: Chapter on Zakat
Conventional Method (Purely Academic): The teacher enters the class, writes down the definition of zakat linguistically and terminologically. The teacher asks students to memorize the nisab (minimum threshold) of zakat on gold is 85 grams, and zakat on agriculture is 5 wasaq. Students take notes, memorize, get 100 on the exam, and done. Result: The student is good at calculating, but their heart is untouched. Later, when they become rich, they might look for legal loopholes (hilah) so that their wealth is not subject to zakat.
Talaqqiyan Fikriyan Method: The teacher starts the class by showing a video or news about extreme poverty around them—children dropping out of school due to hunger, while on the other side capitalist conglomerates waste food. The teacher arouses students’ empathy (Perception of Reality). Then, the teacher recites Allah’s command:
كَيْ لَا يَكُونَ دُولَةً بَيْنَ الْأَغْنِيَاءِ مِنْكُمْ “So that it (wealth) does not become a perpetual circulation among the rich from among you.” (QS. Al-Hasyr: 7) The teacher explains that poverty occurs because Allah’s laws (zakat and wealth distribution) are ignored. The nisab of zakat is taught as a practical solution to solve that real problem. Result: Students not only memorize numbers, but develop hatred towards the oppressive capitalist system and a longing to implement just Islamic sharia.
B. Science Lesson: Chapter on Eye Anatomy
Conventional Method: The teacher explains the cornea, pupil, lens, and retina. Students memorize their functions for the biology exam.
Talaqqiyan Fikriyan Method: The teacher explains the complexity of the human eye, how millions of light receptors work in milliseconds. Then the teacher recites Allah’s command:
أَلَمْ نَجْعَلْ لَهُ عَيْنَيْنِ وَلِسَانًا وَشَفَتَيْنِ “Have We not made for him two eyes, and a tongue and two lips?” (QS. Al-Balad: 8-9) The teacher connects the complexity of eye anatomy with the Majesty of the Creator (Al-Khaliq). Result: The biology lesson transforms into a gathering of tawhid that makes students more submissive and fearful of Allah.
5. Transforming “Ma’lumat” into “Mufahim”
One of the key concepts in the book Mafahim Hizbut Tahrir is the difference between Ma’lumat (information) and Mufahim (understanding).
الْمَفَاهِيمُ هِيَ الْمَعَانِي الَّتِي يُدْرِكُهَا الْإِنْسَانُ وَيُصَدِّقُ بِهَا وَيَعْمَلُ بِمُقْتَضَاهَا
“Mufahim (understanding) are the meanings that a person perceives, affirms (believes), and then acts according to the requirements of those meanings.”

The main goal of the Talaqqiyan Fikriyan method is to process every incoming Ma’lumat so that it transforms into Mufahim that produces absolute obedience to sharia.
6. Analogy: Reading a Swimming Guide vs Jumping into the Pool
Let us use an analogical visualization to distinguish the secular education system from the Talaqqiyan Fikriyan method.
Imagine you want to learn to swim.
- Secular Education (Purely Academic) is like an instructor distributing a book titled “Theory of Hydrodynamics and Freestyle Movement”. You are told to sit in an air-conditioned classroom, read the book until you memorize it, and then you are tested on paper about the correct angle of arm swing. You pass with an A+. However, when you are pushed into a 3-meter-deep swimming pool, you immediately panic and sink. Why? Because you only have information, not experience.
- Talaqqiyan Fikriyan is like an instructor who immediately takes you to the edge of the pool. They explain the theory briefly, then tell you to get into the water with them. You feel the cold water, feel the buoyancy, and immediately practice the arm swing right then and there. If you are wrong, the instructor immediately corrects your position in the water.
Learning Islam without the Talaqqiyan method is like learning to swim on land. You may memorize thousands of proofs, but you will “drown” when confronted with the reality of life full of temptations of sin and intellectual doubts.
7. The Example from the Madrasah of Darul Arqam
The Talaqqiyan Fikriyan method is not a new invention in the modern era. It is the authentic method used directly by the Prophet ﷺ when educating the first generation of Companions (As-Sabiqun Al-Awwalun) at the house of Arqam bin Abil Arqam in Mecca.
When the verses of the Qur’an were revealed, the Companions did not receive them merely as literary reading to be enjoyed for their beauty. They received them as military commands from the Supreme Commander.
إِنَّمَا كَانَ قَوْلَ الْمُؤْمِنِينَ إِذَا دُعُوا إِلَى اللَّهِ وَرَسُولِهِ لِيَحْكُمَ بَيْنَهُمْ أَنْ يَقُولُوا سَمِعْنَا وَأَطَعْنَا ۚ وَأُولَٰئِكَ هُمُ الْمُفْلِحُونَ
“The only statement of the believers when they are called to Allah and His Messenger to judge between them is that they say, ‘We hear and we obey’. And those are the successful ones.” (QS. An-Nur: 51)
When the verse prohibiting khamr (intoxicants) was revealed, the Companions who were holding cups of khamr immediately threw them away at that very moment, without waiting, without asking “what is the medical wisdom behind it?”. The streets of Madinah were instantly flooded with spilled khamr. This was the pinnacle of the success of the Talaqqiyan Fikriyan method. Knowledge was immediately transformed into action instantaneously.
8. The Central Role of the Teacher as “Catalyst”
In this method, the role of the teacher changes dramatically. The teacher no longer acts as a “Walking Book” or “Human Google” merely tasked with answering factual questions.
The teacher in the Khilafah system is required to become a Catalyst for Soul Transformation.
- Arousing Positive Emotions: The teacher must be able to make students angry at injustice, saddened by the suffering of the ummah, and longing for the glory of Islam.
- Being a Role Model (Qudwah): If the teacher teaches about the obligation of da’wah, then the students must see their teacher actively engaged in da’wah in society. If the teacher teaches justice, the students must see their teacher acting justly in the classroom.
يَا أَيُّهَا الَّذِينَ آمَنُوا قُوا أَنْفُسَكُمْ وَأَهْلِيكُمْ نَارًا
“O you who have believed, protect yourselves and your families from a fire.” (QS. At-Tahrim: 6)
The teacher sees their students as a trust that must be saved from the fire of hell, not merely as clients to be served for a salary.
9. Method Comparison: Khilafah vs Secular System
To clearly see the differences, consider the following comparison table:

The secular system produces robot-like humans: intelligent but without a conscience. The Talaqqiyan Fikriyan method produces complete human beings: intelligent in mind, pure in soul, and swift in action.
10. Conclusion: The Key to the Ummah’s Revival
The Muslim ummah today does not lack intelligent people. Thousands of Muslim doctors and professors are born every year. Yet, why is this ummah still in decline, colonized, and humiliated in various parts of the world?
The answer is because the ummah has lost the Talaqqiyan Fikriyan method. The knowledge piling up in the head is unable to move the feet to strive for the establishment of Allah’s sharia.

- ✅ Makes reality the object of application of sharia law.
- ✅ Transforms Ma’lumat (passive information) into Mufahim (active understanding that drives action).
- ✅ Forms a complete Syakhshiyyah Islamiyyah, unafraid to face the challenges of the era.
وَقُلِ اعْمَلُوا فَسَيَرَى اللَّهُ عَمَلَكُمْ وَرَسُولُهُ وَالْمُؤْمِنُونَ
“And say: ‘Work, and Allah will see your work, and His Messenger, and the believers’.” (QS. At-Taubah: 105)
Only by restoring this great educational method inherited from the Prophet ﷺ will the Khilafah state once again produce a generation of conquerors like Salahuddin Al-Ayyubi and Muhammad Al-Fatih—a generation whose knowledge is as deep as the ocean, and whose actions are as firm as mountains.
