Islamic Education Strategy in the Khilafah: Honoring Humanity, Sowing Civilization
“So exalted is Allah, the Sovereign, the Truth. And do not hasten with (recitation of) the Qur’an before its revelation is completed to you, and say, ‘My Lord, increase me in knowledge’.” (QS. Thaha: 114)
In the modern era, the world of education is often trapped in a very narrow materialistic perspective. Schools and universities seem to function merely as factories for producing labor to serve capitalist industry interests. Children are strictly guided to master technical skills so that they can earn a living in the future, yet at the same time, they are left directionless about who they truly are, where they come from, and for what purpose life was breathed into their bodies.
Islam presents a far nobler and more exalted view through the Education System in the Khilafah. Education in the Islamic perspective is not merely transferring piles of information from books into brain memory, but rather a systematic process for forming a complete Islamic personality (Syakhshiyyah Islamiyyah) while simultaneously preparing them to lead the world.
This article will thoroughly examine the Islamic education strategy in the Khilafah, purely extracted from the tsaqafah of Hizbut Tahrir based on the main reference books Nizhamul Hukm fil Islam (The System of Government in Islam) and Mafahim Hizbut Tahrir.
1. Introduction: The Grand Vision of Islamic Education
Every system of life (ideology) in the world must have an education strategy tailored to the ultimate goal of that ideology. The capitalist system educates humans to become free, secular individuals oriented towards the accumulation of material wealth. The socialist-communist system (in its heyday) educated humans to become cogs that serve the state and party unconditionally.
So, what is the grand vision of education in Islam?
Allah Subhanahu wa Ta’ala says:
وَمَا خَلَقْتُ الْجِنَّ وَالْإِنْسَ إِلَّا لِيَعْبُدُونِ
“And I did not create the jinn and mankind except that they should worship Me.” (QS. Adz-Dzariyat: 56)
The grand vision of Islamic education is to return humans to their natural state of creation: to become obedient servants of Allah. However, worship in Islam is not merely ritual in a corner of the mosque. Worship encompasses all aspects of life—politics, economics, social, and law. Therefore, Islamic education aims to produce a generation capable of managing this earth according to Allah’s sharia.
إِنِّي جَاعِلٌ فِي الْأَرْضِ خَلِيفَةً
“Indeed, I will make upon the earth a successive authority.” (QS. Al-Baqarah: 30)
This generation will become khalifah fil ardh (leaders on earth), who prosper the universe with science and technology, yet remain obedient to the rules of the Creator.
2. The Essence of Education: Not Merely Knowledge Transfer
In the Islamic intellectual tradition, there is a fundamental difference between merely “teaching” (Ta’lim) and “educating” (Tarbiyah). Hizbut Tahrir provides a very precise definition of what should be the main focus of education.
التَّرْبِيَةُ الإِسْلاَمِيَّةُ تَهْدِفُ إِلَى بِنَاءِ الشَّخْصِيَّةِ الإِسْلاَمِيَّةِ
“Islamic education aims to build the Islamic personality (Syakhshiyyah Islamiyyah).”
If education is only understood as knowledge transfer (Ta’lim), then an AI robot or a search engine today is far smarter than a human. However, true education involves the unification of knowledge received by the mind with faith that is deeply embedded in the heart, which then yields real action.
The Prophet ﷺ emphasized that seeking knowledge is an absolute obligation:
طَلَبُ الْعِلْمِ فَرِيضَةٌ عَلَى كُلِّ مُسْلِمٍ
“Seeking knowledge is an obligation upon every Muslim.” (HR. Ibnu Majah)
However, the knowledge that must be sought first is not the knowledge of how to assemble machines or how to trade, but rather the knowledge of how to know Allah, how to pray correctly, and how to interact with fellow human beings according to sharia law. This is the main foundation of the essence of Islamic education.
3. The Main Pillar of Strategy: Forming the Syakhshiyyah Islamiyyah
The core strategy of education in the Khilafah state is the formation of Syakhshiyyah Islamiyyah (Islamic Personality). This is the number one output target of all educational levels, from kindergarten to university.
A person’s personality is not determined by their physical form, skin color, or how expensive their clothes are. Human personality is determined by two pillars:
A. Aqliyyah Islamiyyah (Islamic Pattern of Thought)
Aqliyyah is the way a person understands and evaluates everything. A person with an Islamic Aqliyyah will always make Islamic Aqidah the standard of truth. When confronted with the ideologies of democracy, capitalism, or liberalism, their mind will automatically weigh them against the Qur’an and Sunnah. If they contradict, they will firmly reject them.
B. Nafsiyyah Islamiyyah (Islamic Pattern of Attitude)
Nafsiyyah is the way a person fulfills instinctual drives (such as the instinct to love, the instinct for self-preservation, the instinct for religion) and their physical needs (such as hunger and thirst). A person with an Islamic Nafsiyyah will always bind the fulfillment of their instincts to Sharia Law (halal and haram). They will not consume usury wealth even if it is profitable, and they will not approach adultery even if their desires are raging.
لَقَدْ كَانَ لَكُمْ فِي رَسُولِ اللَّهِ أُسْوَةٌ حَسَنَةٌ لِمَنْ كَانَ يَرْجُو اللَّهَ وَالْيَوْمَ الْآخِرَ وَذَكَرَ اللَّهَ كَثِيرًا
“There has certainly been for you in the Messenger of Allah an excellent pattern for anyone whose hope is in Allah and the Last Day and (who) remembers Allah often.” (QS. Al-Ahzab: 21)
Forming the Syakhshiyyah Islamiyyah means creating a generation that emulates the pattern of thought and pattern of attitude of the Prophet ﷺ completely.
4. The Talaqqiyan Fikriyan Method: Transforming Knowledge into Action
How can knowledge be instilled so that it does not merely pass through the ears, but enters the heart and changes behavior? Hizbut Tahrir, in the book Mafahim, explains a very brilliant methodological strategy called Talaqqiyan Fikriyan (Intellectual Reception for Action).
التَّلَقِّي الفِكْرِيُّ لِأَجْلِ العَمَلِ
“The reception of thought (knowledge) is for the purpose of acting upon it.”
In the secular system, students learn history only to memorize the years of events and then be tested on exam papers. After the exam is over, the knowledge evaporates. This happens because the knowledge is studied in a purely academic manner, detached from the reality of life.
The Talaqqiyan Fikriyan method demands that every piece of knowledge—especially Islamic tsaqafah—be learned to solve real problems in life.
- When students learn about the verse prohibiting usury, they do not merely memorize the verse, but they are led to see how destroyed the community’s economy is due to interest-bearing online loans (pinjol), thus cultivating hatred in their hearts towards the capitalist system.
- When students learn about the obligation to cover the awrah, they immediately apply it in their daily lives as a form of absolute obedience to Allah, not just as a theory in a Fiqh book.
This is the educational strategy practiced directly by the Prophet ﷺ at Darul Arqam, where the Companions received revelation not merely as information, but as military commands and life guidance that had to be executed immediately.
5. Islamic Aqidah as the Foundation and Spirit of Education
The next strategy is to make Islamic Aqidah the foundation of the entire curriculum structure. This is affirmed in the draft Constitution (Dustur) of the Khilafah state adopted by Hizbut Tahrir.
Making aqidah the foundation means:
- No Contradictions Allowed: No single subject, whether science, history, or literature, may contradict faith in Allah.
- Starting Point of Thought: All science subjects (such as physics, biology, astronomy) must be directed to increase faith in the greatness of the Creator, not to foster doubt or atheism.
يُؤْتِي الْحِكْمَةَ مَنْ يَشَاءُ ۚ وَمَنْ يُؤْتَ الْحِكْمَةَ فَقَدْ أُوتِيَ خَيْرًا كَثِيرًا ۗ وَمَا يَذَّكَّرُ إِلَّا أُولُو الْأَلْبَابِ
“He grants wisdom to whom He pleases, and whoever is granted wisdom has indeed been granted abundant good. But none will remember except those of understanding.” (QS. Al-Baqarah: 269)
The highest wisdom is when a student is able to see the “hand” of Allah working behind every natural phenomenon they study in the laboratory.
6. Curriculum Based on Islamic Tsaqafah: Preserving the Purity of Ideology
Another important strategy is the strict protection of the purity of the ummah’s thought. The Khilafah state makes a clear distinction between Science (exact universal knowledge) and Tsaqafah (knowledge bound to ideology).

The Khilafah state will strictly prohibit the teaching of foreign tsaqafah (such as materialist philosophy, capitalist theory, or democratic political theory) as a truth to be followed. If taught at the university level, it is taught solely to dismantle its weaknesses and destroy its arguments (naqdlu al-afkar), so that the ummah is not deceived by the glitter of Western civilization which is hollow within.
7. The Vital Role of the Teacher: Noble Educator, Shaper of Civilization
No matter how good a curriculum is, it will remain a dead document if not executed by qualified teachers. In the Khilafah education strategy, the teacher is not merely an “honorary worker” paid poorly and burdened with piles of administrative tasks.
The teacher is the pillar of civilization. The Prophet ﷺ himself positioned himself as an educator:
إِنَّمَا بُعِثْتُ مُعَلِّمًا
“I was sent only as a teacher (educator).” (HR. Ibnu Majah)
In the Khilafah, the state will ensure several things regarding the welfare and quality of teachers:
- Very Decent Salary: Following the example of Caliph Umar bin Khattab who paid Quranic teachers in Madinah 15 Dinars each month (equivalent to tens of millions of rupiah today).
- Focus on Educating: Teachers are not burdened with complicated bureaucratic administration, so they can focus 100% on the development of the Aqliyyah and Nafsiyyah of their students.
- Strict Requirements: Becoming a teacher of Islamic tsaqafah requires a person to have a strong Syakhshiyyah Islamiyyah, because they will be a direct qudwah (role model) for their students.
8. The Obligation of the State (Khilafah) in Guaranteeing Free Education
This is one of the most revolutionary strategies in Islam that distinguishes it from capitalism. In the capitalist system, education is considered a commodity (service) to be bought and sold. Campuses turn into business corporations. Whoever is rich gets quality education. Whoever is poor falls behind.
In Islam, education is a basic community need (like security and health) that must be provided by the state for free.
الإِمَامُ رَاعٍ وَهُوَ مَسْئُولٌ عَنْ رَعِيَّتِهِ
“An Imam (Caliph) is a shepherd (guardian of the people’s affairs), and he will be held accountable for the flock under his care.” (HR. Bukhari)
Taking care of the people means ensuring that not a single Muslim or non-Muslim (Kafir Dhimmi) child within the Khilafah state drops out of school due to costs. All costs for building school buildings, laboratories, libraries, and salaries for teachers and lecturers are taken absolutely from the state treasury (Baitul Mal), especially from the public ownership fund (such as proceeds from oil, gas, gold, coal mining) and the Fa’i/Kharaj fund.
يَا أَيُّهَا الَّذِينَ آمَنُوا أَطِيعُوا اللَّهَ وَأَطِيعُوا الرَّسُولَ وَأُولِي الْأَمْرِ مِنْكُمْ
“O you who have believed, obey Allah and obey the Messenger and those in authority among you.” (QS. An-Nisa’: 59)
The government (Ulil Amri) must be obeyed because they implement Allah’s sharia, and one form of implementing that sharia is guaranteeing the intelligence of its people without collecting a single penny from them.
9. Education Without Discrimination: Justice in Access to Knowledge
The Khilafah education strategy does not recognize caste, social class, or gender discrimination.

The golden history of the Abbasid and Ottoman Caliphates has proven this. Universities such as Al-Mustansiriyyah in Baghdad or Al-Qarawiyyin in Fez became world civilization centers where knowledge seekers from Europe came in droves to study for free in the lands of the Muslims.
10. Analogy: The Education Strategy is Like Tending a Garden of Civilization
To facilitate understanding, let us analogize the Khilafah Education Strategy to the process of Tending a Fertile Garden of Civilization.
- Islamic Aqidah is the Fertile Soil: Before planting anything, the soil must be ensured fertile and free from toxins. Aqidah is the ground upon which all knowledge stands. If the soil is secular (poisonous), no matter how good the seed, it will grow into a tree that bears evil fruit.
- The Teacher is the Gardener: A sincere and noble teacher is a gardener who waters the seeds every day. They not only water with the “water of knowledge” (Ta’lim), but also prune the branches of bad character and fertilize them with love (Tarbiyah).
- Talaqqiyan Fikriyan is the Sunlight: Knowledge that is merely memorized is like a seed in a dark room; it will not grow. The Talaqqiyan Fikriyan method (connecting knowledge with real action) is the sunlight that triggers photosynthesis, making knowledge live and bear fruit into action and movement among the ummah.
- The State (Khilafah) is the Protective Fence and Irrigation System: The state is tasked with building an irrigation system (free funding from Baitul Mal) so that water reaches every corner of the garden without exception. The state also builds an iron fence (implementation of sharia law) so that the garden is not damaged by pests of foreign thought (such as liberalism and free mixing).
When the soil is right, the gardener is diligent, the sunlight is sufficient, and the irrigation is guaranteed by the state, then the garden of Islamic civilization will harvest the best generation (Khairu Ummah) ready to lead the world.
11. Conclusion: A Strategy Towards True Revival
The Islamic education strategy in the Khilafah, as formulated from the tsaqafah of Hizbut Tahrir, is a very comprehensive masterplan. It is not just a theory on paper, but a sharia obligation that must be realized immediately.
Summary of the pillars of the Khilafah education strategy:

With this great strategy, Muslims will no longer be followers of a corrupt Western civilization. Muslims will once again produce mujtahid scholars who illuminate the recesses of human hearts, while simultaneously producing world-class scientists and technocrats who will make the Khilafah a beacon of world civilization.
